Özet
Yeni bir anayasa çalışmalarının devam ettiği şu günlerde, Türkiye için en uygun siyasal sistemin hangisi olduğu hususu, hangi sistem uygulanırsa Türkiye?nin daha demokratik, istikrarlı ve etkin bir şekilde yönetileceği hususları hem siyasi çevrelerce hem de akademik çevrelerce yoğun bir şekilde tartışılmaktadır. Bu tezin amacı başkanlık sistemi ve parlamenter sistemleri inceleyerek, bu iki sistemin olumsuz ve olumlu yanlarını ortaya koyarak siyasal sistemleri analiz etmek yoluyla başkanlık sisteminin Türkiye?ye uygulanabilirliğinin cevabını aramaktır.

While it has been continuing to work of a new constitution, the issue of which political system is the most appropriate for the Turkey and the the issue of which political system if it was applied is more democratic, stable, effective way to manage to the Turkey have been extensiveley discussed in the academic circles both in the poitical circles. The aim of this thesis, by examining the presidential system and parliamentary system, is to analyse the positive and negative aspects of them and to look for the answer to the applicability of the presidential system to Turkey.
