SUMMARY Countertrade has emerged as one of the most interesting and important topics of international ade and international business of the 1980s. Besides, it is a growing phenomenon in the world ;onomy. Estimates of the percentage of countertrade in international trade vary between 5 % id 30 %. As a general working definition, countertrade is a practice in international trade in which two irties link an import transaction and an export transaction in a reciprocal fashion. Some view mntertrade as one means by which countries can expand their exports, transfer technology and leviate problems arising from international debt burdens and absolutely scarce foreign exchan- 5 reserves. Countertrade is frequently confused with the concept of barter. Whereas, Barter is the oldest rm of exchange transaction and involves the direct exchange of goods and services without re- >urse to currency. Although currency is not a part of the transaction, participants in internatio- il barter must establish, nevertheless, the relative price of the goods or servises exchanged, ıen, they must determine an implicit exchange rate in order to set the relative value of quantiti- to be traded. In fact, barter is a subcategory of countertrade. In developed and developing countries, views on barter are different. Developing countries e barter as a way out of some of their economic problems. They believe that under the right rcumstances, barter can be a positivi force in international trade. On the other hand, many in e developed world believe that in to maintain the integrity of the free trade system barter sho rt be avoided altogether. Like many developed countries, international organizations such as GATT, AT, IMF and ECD oppose to this type of trade. Therefore, many countries often try to hide information on iter and to avoid government regulations. During the recent years, as a result of the acclerated increase in barter and countertrade tran- ctions in the world trade, there is a growing interest on the study of the theoretical and policy iues of barter. The purpose of this thesis is to overview some of the recent developments in the areas of the- y, policy and practices of barter and examine the role of barter in international trade and espe- illy in Turkey. 86This thesis has four basic sections except introduction and conclusion sections. The contents f these sections can be summarized as follows : The second section provides definition, classification, common features, varients and magni- ıde of countertrade. Specifically, it includes also different forms of countertrade mechanisms, amely barter, counterpurchase, buyback, clearing, switch deals, etc... and their definition. The third section covers definition, historical background and the views of international or- anizations such as GATT, OECD and IMF on the subject. Prospect of barter in the world is the ibject of the third section. The fourth section investigates present barter experience of the world countries. In this secti- l on each of the countries, barter policies and practices export goods and services available for liter are studied. This study hopes to extract common features of barter from each nation's ex- îrience, and especially, innovations of individual cases that might prove beneficial to further îvelopment of barter in the world. The purpose of fifth section is to study and evaluate the Turkish experience with barter thro- jh 1990s. In this section, in addition to historical background and goverment legislation on bar- r in Turkey, Euro Baiter Business is given as an example barter firm. 87-
