Özet
Bu çalışmanın amacı, Cumhuriyet tarihi boyunca eleştirilere maruz kalan Devlet Tiyatrosu özelinde Ödenekli tiyatro olgusunu ele almak ve Ödenekli Tiyatro İşletmesi doğrultusunda yeni bir model önerisi geliştirebilmektir. Ülkemizdeki tüm ödenekli sanat kurumları , Opera ve Bale ve Şehir Tiyatroları 1949' da çıkarılan 5441 sayılı Devlet Tiyatrosu Yasasına bağlı olarak açılmışlardır. Devlet Tiyatrosu Yasası Sahne Sanatları alanında faaliyet gösteren tüm ödenekli kurumlar için ana yasa durumundadır. Bu nedenle tez kapsamına yalnızca Devlet Tiyatrosu alınmıştır. Son dönemde tartışılmakta olan ve Türkiye Sanat Kurumu'nu oluşturmayı hedefleyen , bu yolla Devlet Tiyatrosu ve diğer ödenekli sanat kurumlarını kapatmayı amaçlayan TÜSAK tasarısı da tez kapsamında incelenecektir.Tüm değerlendirmelerin ve deneyimlerin ışığında yeni bir model önerisine ulaşmak hedeflenmektedir. Bugüne dek üretilmiş yasa , taslak, ve tasarılar ile model önerileri değerlendirilecektir.

This study aims to deal with the subject of Subsidized Theaters in the example of State Theater, which has been criticized all along the history of the Republic, and to develop a suggestion for a new model based on a Subsidized Theater Business. All the subsidized art institutions, the state opera and ballet institution and municipal theaters in Turkey were opened subject to the State Theater Law no. 5441 of 1949. The State Theater Law is actually the constitution for all the subsidized institutions in the field of performing arts. Therefore, only the State Theater was included in the scope of the thesis. The thesis also deals with the TÜSAK draft law which has been a topic of discussion recently and which targets to establish the Turkish Art Council and close the State Theater and other subsidized institutions of art. The study aims to reach a model suggestion in the light of all the assessment and experiences. The laws and draft laws and model suggestions that have been developed until now will be examined.
