SUMMARY In BC 2000, Hittises who established the first political unity, brought the idea of a government into Anatolia and as in administration, law cultural and political subjets, they made their sign in technology on the age they live. In the cuneiformed Hittite archives, there are many manuscripts that help us to investigate the administrative system of Hittites, besides, there are many researches have been done till today. It's understood from the documents which belongs to the ancient Hittite, age that the kingdom was ruled by a king who had been loyal to a father-centered system, with the members of the family next to him and the sons of the king ruled the different parts of the land with the name of their father. However, as the traces of an mother centered family, we can see that the queen and the princesses had a quite powerful role in the dynasty. It is mentioned that there had been councils which had been employed in administration of the state and in the disagreements among the royal persons. So, the absolute and personal authority for making decisions had been limited and the approval of the council had been considered to be essential. In During347 the time of empire, central government became more powerful, many administrative officials appeared and a wide spread palace organization started work. There had been two controlling subjects in the system of the government; Management of the lands that directly belonged to them and the administration of the vassal kingdoms. It's obvious that there had been a theocratic system in Hittites. The right for land owning belonged to the King. The King donated the land to the princes, to the nable and to the high positioned palace officals to have it runned. Tehere had been a crowded serving class in Hittite palaces, and, in temples a management can be seen away form the cult staff. In our work, we made great effort to work on, wholy, the managing class in Hittite administrative system by fixing the presence and the works of the councils, employees in the palace and the temples, and their responsibilities. In addition, the names of the officials that can be found in the volumes published after the index book of the texts telling about Hittite servants are served as a list by researching. The administrative sciences that are fixed in our research have been handled among the sections and the officials in managing staff have been worked on and some of them published in a list. In the master of degree thesis, because the subject is quite extensive, we dwelled on the outlines and paid great attention it to be a source that can be applied in further researches,
