The aim of the thesis was to introduce the history of planning both as an economic system and as an economic tool. An overall view was presented about different conceptualizations of planning within capitalism and socialism.Since planning has a very crucial role in socialism,main emphasis was given to the planning in socialist economies. In the capi ta) ist system, planning 1S used only in small-scale for setting targets for growth, investment, consumption and so on within a specific private or state owned company.Moreover, planning often functions as a tool for determining general near future trends in such economies. In capitalism planning is considered to be an ordinary economic tool among the others. On the other hand, it was shown that many theoreticians agreed that planning has been the backbone of the socialist economy.It functions as a means of organizing the transfer and the utilization of resources in order to achieve macroeconomic targets. Although planning is widely accepted within socialism. there are different views about the degree and the feasibility of planning and the relationship between planning and market.The discussions between the Austrian school.the Marxists and the market socialists outline these various planning models. As mentioned in the introduction. there is a strong conviction and consensus over the planning issue arguing that planning is no more an alternative economic system.The collapse of the East European Block and the Soviet Union conceived the concrete experience of planning inevitably laid the ground on which such arguments were based.To question the theoretical and historical consistency of the arguments are beyond the scope of this thesis.My main concern was to focus on different theoretical positions on the concept of planning itself.especially on the socialist theory.In addition to a short case study on the Soviet economic history in the 1917-38 period.the Soviet planning model and the indus-· trialization debate were analyzed.
