Post-World War II internationalization of human rights prompted the emergence of international human rights regimes as social institutions characterized by the conjunction of convergent expectations and patterns of behavior or practice. The (Western) European Human Rights Regime is a striking example of these institutions. This thesis explains the creation, evolution as well as the defining characteristics of this regional regime. Due to the limitations of the structural, game-theoretic and functional theories of international regimes in elucidating the case under scrutiny, a“cognitive”perspective is adopted. The (Western) European Human Rights Regime is a product of the post-War ideological consensus among the Western European governments and non-governmental actors. Human rights are an indispensable component of Western liberal democ~acies to which the Second World War proposed a real challenge and thus thought a lesson. Consequently, just after the War, the regime for human rights was created as a part of an overall plan for European unification. Having been regarded both as moral and a political undertaking the regime acquired important enforcement powers no sooner than it was established. Initially the norms and decision making procedures of the regime were defined by the European Convention on Human Rights and Fundamental Freedoms drawn up within the framework of the Council of Europe. In time, the regime has gone through an evolution along two axes which may be termed“deepening”and“widening”. As its normative and procedural scope in addition to membership expanded within the framework of the council, (“deepening”) the regime also spread, within the framework of the CSCE, over to Eastern Europe so as to transgress ideological boundaries (“widening”) which no longer stand as high as they did before.
