I. SUMMARY Art is changed by using improved new technologies. Technologic developments and new technics messed up the environment, time, space conceps of this age. There must be a communication between artists and other disciplines; especially in technical fields, and personal factors of this age. Eric Salzman and his group who tought to bring out the conscious of developing world with his working of communication waves from the beginning to the end (as a sample, it is taken radio waves). They put the meaning of public in to sense of our TV behavour conditions. They interested in the relation of people, who watch TV everynight, and their relation of each other. You should have seen video art in the history of art and explanations of implementatiors. Media and video artists interested in best presentation of broadcasting, realism and of farth. For video artists, it is important that there is a TV everyhouse and most of them watchs the same TV Program. Because there is a past between TV audience. Video artists has a working pozition against commercial televisions and its treaty. Tv is seen as a whole world which we are in, exterior world is perceived as artificial. It is used to bring in the faith because of reality on surface of image by video arts too. It's possible to use a familiar image from TV, to allow whole visiually on art approach. Productions of art, cause of watching directly when recorded, is a continious autucontrol. It is caused to conflict with artist's own personality. The arragement of“claused circuid”(when camera record, it's possible to be watched at the same time), audience has anactive role, is in a part of work art. Space is reflected double-dimensional except a framed screen's image. Some of them believes in image of double-dimension. Kuahn madeimage with only lines on a monitor. Merz put another glass screen 2cm farther, he saw the trace of walking slugs from behind screen. Oppenheim recorded a plane trace in the plane. Boundary style of screen carries out of boundary space. Wolf Vostell (included Fluxus artists), 2 mounts later, hold a firs video exhibition in New York. Thus, one Korean, one Germain brough a new medium to Fluxus's artists. In 1965, Nam June Paik bought the firsthand camera which is came on the market by Sony, in New York. In 1968 West German, Koln TV offered a video at band firstly to Otto Pien and Aldo Tambellini. In 1969, TV cannel of WGBH-TV broadcasted first video works: Kaprow, Paik, Pien, Seawright, Tadlock and Tambellini. At the same year Gerry Schum gave a name to his galeria -“video galeria”. He had shown most of artist's video work at the same time. In 1969, he held on a firs video exhibition called“As a creative on Medium TV”with 11 different artists. Ira Schneider and Beryl Korot published an important video periodic review, called“Radical Software”. In 1976, published a book, called“Video Art”. Until 1974, they published 11 booklet about theoretical and practical subjects. Is is researched on social policts, art, using communication and their methods. Later on video works are discribed as video projects. Following those years, video sections were established in museums and were held on large scaled exhibitions. The works of Beuys and Paik were shown at exhibition“Documenta 6”in July 1977, broadcasted via satellite world wide and bought to make copies TV series by broadcasting companies.
