Özet
Cumhuriyetin ilk yıllarından bu yana Türkiye ekonomisi içerisinde tarımın payı sürekli azalmakta olup, bu azalışta tarımsal üretimden vazgeçilmesine paralel olarak bitkisel üretim miktarlarındaki düşüşler önemli rol oynamaktadır. Tarımsal üretimden vazgeçilmesinde temel sebep ise uygulanan tarım politikaları çerçevesinde gelirin, üreticiler açısından istenen seviyelerde olmamasıdır. Çalışmada Tarım sektörünün mevcut durumu yanı sıra Türkiye ve dünyada yağlı tohumlar sektörünün tarım sektörü içerisindeki durumu üzerinde durularak, yağlık ayçiçeği tohumu özelinde, 2012 yılı itibariyle son 10 yıllık dönemde bölgesel bazda yurtiçi üretim miktarları ve değişimleri, uluslararası ve iç piyasa fiyat hareketleri ve bu hareketlerin üretim tercihleri üzerine etkileri, tarımda kullanılan girdi maliyetlerindeki değişimler ve bu değişimlerin tarımsal maliyetler üzerindeki etkileri üzerinde durulmuştur. Lisanslı depoculuk, biyoenerji ve arazi toplulaştırma gibi üretici gelirleri üzerinde olumlu etkisi olabilecek faktörler değerlendirilmiştir. Ayrıca ayçiçeği üreticilerinin sosyo-ekonomik yapıları, arazi yapıları, tarımdan elde ettikleri gelirleri, üretim tercihleri ve sürdürülebilirliği ile uygulanan tarımsal politikaları ve tarımsal desteklemelere olan bakış açılarını gösterebilmek adına anket çalışması düzenlenerek sonuçları paylaşılmıştır. Bu çalışmanın, 2012 yılı itibariyle son 10 yıllık dönemde uygulanan tarım politikaları, tarım sektörü girdi maliyetlerindeki değişimler, tarımsal ürün fiyat hareketleri gibi faktörler çerçevesinde yağlı tohumu ve özelde ayçiçeği üreticilerinin mevcut ekonomik ve zirai durumunu ortaya koymanın yanı sıra, yağlı tohum sektör ve üreticilerinin mevcut sorunlarına uygun politikalar geliştirilmesi ve bu sayede mevcut potansiyelin hayata geçirilerek yağlı tohumlar üretim açığının giderilmesine ışık tutacağı düşünülmektedir.

Since the beginning years of Turkish Republic, the rate of agriculture in Turkey's economy has been decreasing in permanent as the diminished amount of vegetable yield took an important role parallel with the assigned agricultural production in the case that the income has not been at level which is demanded by producers in accordance with the applied agricultural policies. In this study, the amount and changes of domestic production, peculiar to oil sunflower seed, as of the year of 2012 within last decade on the regional base, the price movements in international and domestic market and influences of these movements on production preferences, the changes in input cost, which is used in agriculture and influences of these movements on agricultural cost has been put emphasized by examining both the available situation of agricultural sector and the situation of oil seeds sector in agricultural sector of Turkey and the world. Besides, such factors which could affect producers' income in positive as the licensed storage, bio-energy and land consolidation have been analyzed. Moreover, a questionnaire has been prepared to emerge sunflower producers' socio-economic and land structure, income which are acquired from agricultural activities, point of views to the production preferences and production sustainability and the applied agricultural policies, agricultural support, results of which have been released in this study. This study which has been aimed at revealing oil seed and the existing specific economic and agricultural situation of sunflower producers in the context of such factors as agricultural policies which were applied as of the year of 2012 within last decade, the changes of input cost in agricultural sector, the price movements of agricultural production, has been considered as guide in order to remove the product deficit of oil seeds production by carrying out available potency thanks to the fact that favorable policies to the existing problems of oil seeds sector and producers could be developed.
