157 SUMMARY The subject of our thesis submitted under the title of“European Community's Common Environmental policies”is to identify place, vvithin the frame of solutions söught at international levels, of the policies developed by the European Cumminities which seek to produce solitions by verifying environmental issues in the most comprehensive ways and to make a comparison with the Turkey's environmental policy, which applied for acceptance to the Cummunity as permanent member, of such policies with emphasis on underlining type of evolution with which these policies faced. VVithin the frame of impetus vvhich the Stockholm Conference provided in the year 1972, European Cummunity countries in a multitude of organizations such as the United Nations Environment Programme, North Atlantic Treaty Organization and Council of Europe, have attempted to produce solutions to environmental problems. The organization vvhich proved itself to be the most successful in terms of policies developed and arrangements brought was the European Community. Basic guidelines vvhich European Community countries follovv are putting into application rules of free158 competition, improving living standards. Countries member of the same economic arrangement are placed under the obligation of eliminating discrepancies which exist in respect of environmental policies in aplication in their own countries. Since environmental polution is not hindered by imposition of national limits, developing a common environmental policy was the most urgently needed. The main reason for the European Cummunity being successful in the issue was its being an organization set up over and above the countries for the object of attaining common market objective, its efficiency displayed in developing continuously environmental solutions and in ensuring their adoption by individual countries. For a country expressing the wish of entering into the Community as a nember, the environmental policy which the Community follows may be investigated under two major sections. The first section deals with instructions which the Community provided and which offer possibilities for their being changed as long as the Community wishes to do so. The second considers international agreements and arrangements to which the Community is a party and regulations drawn up by the Community for ensuring compliance by the member countries to provisions of such agreements.159 Comparing the environmental legislation in effect of the Community with that in Turkey may be effectuated with two objectives in view. The first is to take as model the environmental legislation put into effect by the Community when developing national legislation in Turkey where a firm conviction as to preservation of the environment prevails and the other one to identify measures which require to be taken by Turkey which applied to the Community for becoming a member on April the 14 th, 1987. Extremely few are fields which the legislation in effect in European countries considered and which the Turkish legislation did not. Subjects which both Turkish legislation and legislation in effect in European countries considered to bring an arrangement thereon exhibit similarities. One of the major causes of such a similarity is Turkey's availing herself of the Community's legislation, especially that of the Federal Republic of Germany when attempting to draw her own legislation before she made her application for acceptance as member to the Community. It is quite possible, though this is rare, to come across to some arrangements which specify that the standards in effect in the Community's countries will be in effect and valid in Turkey till the time national standards will be pronounced. f & 1*SEKMRCT!1H Wit L'
