Özet
Bu tez çalışmasında Türkiye'de son dönemde tasarlanan ve uygulanan ortaöğretimle ilgili politika kararlarının etkinliği ve fırsat eşitliğine etkisi değerlendirilmiştir. Eğitim ekonomisinde, eğitim harcamalarının esas işlevi, kişilere bireysel katkısından çok, dışsal faydaları nedeniyle topluma bir bütün olarak sağladığı sosyal faydaları sayesinde ekonomi üzerinde göstereceği pozitif etkisi olarak görülür. Eğitim harcamalarının önemli bir kısmının fırsat eşitliğini sağlamaya yönelik sosyal adalet niteliğindeki harcamalar içinde görülmesi, pozitif dışsallığının yüksek olması ve özellikle ilköğretimin erdemli hizmetler arasında sayılması nedenleriyle kamu bu sektöre müdahale etmektedir. Kamunun eğitim alanında yaptığı harcamalarda, eşitlik ve etkinlik arasında bir zıtlığın var olduğu; gelir seviyesi düşük kesimlere yapılan telafi edici eğitim yatırımlarının, bir taraftan fırsat eşitliğini sağlama yönünde pozitif etkisi olduğu, diğer taraftan kaynakların etkin kullanımını engellediği kabul edilmektedir. Türkiye'de son dönemde ortaöğretimle ilgili önemli politika kararlarının başında dört yıllık zorunlu ortaöğretim uygulaması gelmektedir. Bunun sonucu, ortaöğretime ayrılan kaynakların büyük kısmı yeni derslik yapımlarına ayrılmasına rağmen, son iki yılda yapılan dersliğin ihtiyacın yarısını dahi karşılamadığı görülmektedir. Kısa vadede çözüm, derslik yapımında sınıf mevcutlarının yoğun olduğu bölgelere öncelik verilmesidir. Ortaöğretimde eğitimin niteliğine etki edebilecek en güncel değişiklik, ortaöğretime geçişte uygulanan sınav sistemidir. Merkezi sınav puanlarına göre yerleştirme yeni uygulamada da sürmekle birlikte, fırsat eşitliği ve eğitim kalitesi bağlamında, sınava dayalı değerlendirmenin artıları ve eksileri tartışılmaya devam edilmektedir. Türkiye'de genelde eğitim sisteminin ve özelde ortaöğretimin temel sorunlarının çözümü için, bölgeler arasında okulların eğitim kalitelerinde, fiziki koşullar, teknolojik imkanlar ve öğretmen kaynağı gibi faktörlerin eşitlenmesine ihtiyaç vardır. Bu sağlandığında, eğitimde fırsat eşitliği ve kaliteli eğitim yoluyla kaynakların etkin kullanımının sağlanması hedefleri bağdaştırılmış olacaktır.

This thesis focus on efficiency and the effects of new policies on equal educational opportunities in the field of secondary education in recent times. In education economics, the main function of education expenditures are seen as positive impacts on the economy thanks to the social benefits to all society through external benefits, more than individual impacts. Public sector interfere education sector because of most of education spending are regarded as expenditures in the framework of social equality to ensure equal educational opportunities, their positive externalities are high and especially primary education is seen as virtuous good. It is generally accepted that, in public expenditures in education, there is a trade-off between equality and efficiency; compensatory education investment for individuals with low incomes on the one hand have positive impacts towards ensuring equal educational opportunities, on the other hand they prevent the efficient use of resources. One of the major policy decisions in the field of secondary education is the implementation of compulsory secondary education for four years in 2012. Although most of the resources are allocated for secondary education to build new classes in this process, even half of the needs of classrooms can't be met. Its solution in short term, is to give priority in construction of classrooms for the regions with overcrowded classrooms. In secondary education, the current changes that may affect the quality of education is the qualifying examination system for passing to secondary education. Although selection and placement procedures still take place regarding central exams scores in new application process, it is still debated pros and cons about exam-based assessment in the context of equal educational opportunities and quality of the education system. For the solution of fundamental problems of the education system in Turkey, in general and of secondary education in particular, the quality of education in schools, their physical conditions, other factors such as technological opportunities and teacher resources are needed to equalize throughout all the regions. If it can be achieved, it will be possible to reconcile the targets of providing equal educational opportunities and effective use of resources through the effective provision of targeted quality.
