Özet
Bu araştırma Türk Silahlı Kuvvetlerinin bir unsuru olan Sahil Güvenlik Komutanlığı personelinin bilgi ve iletişim teknolojileri yeterliklerini belirlemek amacıyla gerçekleştirilmiştir. Araştırma ile literatürde Türk Silahlı Kuvvetleri bünyesinde konuya ilişkin ilk defa çalışma yapılmıştır. Araştırmada, 2014 yılında Sahil Güvenlik Komutanlığında görev yapan personelin görüşleri alınmıştır. Araştırmada veri toplama, ölçme aracı ile sınırlandırılmıştır. Çalışma grubunu Sahil Güvenlik Komutanlığı karargahı çalışanları oluşturmuş ve Sahil Güvenlik Komutanlığında çalışanlarından 300 kişiye ölçme aracı uygulanmıştır. Sahil Güvenlik Komutanlığı personelinin bilgi ve iletişim teknolojileri yeterlilikleri belirlenirken, tanımlayıcı istatistiksel metotların (Ortalama, Standart sapma, frekans) yanı sıra normal dağılım göstermeyen bilgi ve iletişim teknolojileri genel ve alt boyut puanlarının üç grup ve üzerindeki parametrelerin karşılaştırmalarında Kruskal Wallis-H testi kullanılmıştır. Farklılığa neden olan grubun tespitinde Tukey HDS test kullanılmıştır. İki grup değerlendirmelerinde ise Mann Whitney-U testi kullanılmıştır. Verilerin analizleri SPSS 15.0 programında yapılmıştır. Sahil Güvenlik Komutanlığı personelinin bilgi ve iletişim teknolojileri yeterliklerini ölçmek amacıyla hazırlanan ölçme aracı sonuçları incelendiğinde; personelin genel olarak tüm alt boyutlarda yeterlik düzeylerinin yüksek olduğu görülmektedir. Kelime işlemci programı, internet kullanımı ve işletim sistemi kullanımı yeterliklerinin, donanım bilgi düzeyi, elektronik tablo bilgi düzeyi ve sunu programı bilgi düzeyi yeterliklerine göre daha yüksek olduğu sonucuna ulaşılmıştır. Özellikle personelin eğitim durumları yükseldikçe ve bilgi teknolojileri ile ilgili herhangi bir eğitim/kurs programına katıldıkça bilgi ve iletişim teknolojileri yeterliklerinin arttığı belirlenmiştir.

This research was carried out in order to determine the proficiency of Cost Guard Command Personnel, a component of Turkish Armed Forces, in information and communication Technologies. Within the scope of Turkish Armed Forces, this is the first time to carry out a study related to this topic in the literature as a result of this research. Within this research, the opinions of the personnel who had been performing their duties in Cost Guard Command in 2014 were taken. In the research, data acquisition was limited with questionnarie. The working group is made up of the personnel of the Cost Guard Comman headquarters and questionnaire was distributed to 300 people who had been performing their duties within the scope of Cost Guard Command. While determining the proficiency of Cost Guard Command personnel in information and communication Technologies, Kruskal Wallis – H test was implemented for the comparison of the parameters that are three-groups above the general and sub-dimension points of information and communication Technologies which do not show normal distribution in addition to the descriptive statistical methods (Average, Standard deviation, fequency). Tukey HDS test was implemented for the determination of the group that causes difference. And for the evaluations of both groups, Mann Whitney-U test was implemented. The analysis of the data was performed by SPSS 15.0 program. When the results of the questionnaire that was prepared in an attempt to measure the proficiencies of Cost Guard Command personnel in information and communication Technologies are analyzed; it is seen that the competence level of the personnel in all of the sub-dimensions is high. It was inferred that the proficiencies in word processor program, internet usage and operating system are higher when compared with the proficiencies in knowledge level of hardware, knowledge level of spreadsheet and knowledge levek of presentation program. It was determined that especially as the educational backgrounds of the personnel go up and as they participate in any training/course program related to information Technologies, their proficiencies in information and communication Technologies increase.
