Performance management has been used one of the most significant systems after 1980 (Dooren & Bouckaert, 2010). Performance criteria, clearly set forth in, is one of the most crucial element of the new public management including professional administration, controlling the outputs, transition to a competitive environment, using of private sector techniques, and efficiency and discipline in resource utilization (Schedler, 1996). Performance measurement -monitoring- is a crucial element of a performance management system that demonstrates where change is required and which will in turn produce the interested behaviour that will produce better performance (Lemieux-Charles et al.2003). Some approaches like balanced scorecard (Kaplan & Norton, 1996), business excellence (Massey & Pyper, 2005) and 360 Degree Feedback Performance Appraisal (Waldman & Atwater, 1998) system have been developed in recent years, particularly in the UK, which is a pioneer country like the US in this field, has triggered primarily some western countries and then all over the world. Turkey has been affected from the changes mostly in the process of the candidate member of the European Union since 1999. After introducing the Public Financial Management and Control Law (PFMCL) regarding the financial management and control of all public administrations, the performance measurement system was completed in July 2008 in terms of its components based on implementing their programme and budgets by preparing strategic plans, objectives and performance indicators (Catak & Cilingir, 2010). After changes in the State Officials Law in 2012, senior civil servants cannot give credentials to their subordinates in Turkey. Individual evolution paper filled after inspection is vital important for district governors to promote. Hence, the applied criteria of districtict governors should be evaluated as literature. In summary, in this dissertation, it will attempt to examine performance management and measurement process in the public sector, in the UK and Turkey, and to critically analyse the performance implementation of the Inspection Committee of the MOI, particularly. Inclusion, I will also be making recommendations for the MoI in Turkey for the implementation of Performance Management in the Department.
