Countries which have been faced with the problem of terrorism have different approaches and different experiences in combating terrorism. Turkey is a country that has been faced with terror problem for many years and has significant experience in the fight against terrorism. Turkey has applied some kinds of combating terrorism methods by the time. These methods can be categorised as hard and soft line approaches. In this context, this study evaluates balance between roles of hard and soft counter terrorism dimensions in Turkish Counter Terrorism. Terrorist organisations in Turkey can be classified into 3 major groups which are left-wing terrorist organisations, terrorist organisation who exploits religion and separatist and ethnic terrorist organisations. Main terrorist organisations more likely has been terminated in Turkey until 2000s years. However, effectiveness of terrorist organisation, PKK (Kurdish Working Party), is still continuing. It can be said that Turkey counter terrorism policy mainly focuses on tackling PKK. Therefore, this study mainly based on Turkey counter terrorism strategies against PKK. To tackle with terrorism, Turkey followed deterrence policy until 1999. Some main hard line approaches are Temporary Village Guard System-TVGS, Declaration of a State of Emergency, and Force to Evacuation of Rural Villages. After 1999, it can be said that a kind of turning point process have started about countering with PKK. In that year the leader of PKK (Kurdish Working Party) was captured and the organisation has changed its tactics. Moreover, after Helsinki summit in 1999, Turkey was accepted the candidate of European Union (EU). By the means of the push power role of negotiations with EU and PKK's changing strategy, Turkey also changed its counter terrorism policy. Hard line approaches have changed to soft line approaches. Some main soft line approaches are; legitimate the learning and teaching of Kurdish language, abolition of State Security Court, social programs which are include family visits, sportive and cultural project. There are also many democratic changes related to human rights. After this period Turkey has changed its counter terrorism strategy from security based strategy to public support based strategy.
