The territorial administration is the key point of the relations between central and local governments in Turkey. Therefore, the future of territorial administration is closely related to the transformation in relations between central and local governments. Turkey due to instabilities in its political history desires to have presidential system which offers a strong executive body. That's why it becomes important to know that whether the change in government system will lead any changes in public administration or not. In this context, this study explains the current situation of territorial administration in Turkish Public Administration and its relation between local governments and central government. Then it tries to point out whether there is a relation between government system and administrative division through the question of“Is it possible that a certain type of bureaucracy comes along as part of the package when either a parliamentary or presidential system is chosen.”Considering the presidential and parliamentary systems in the world it comes to a conclusion that there is no obligation to change countries' unitary structure to federal state when a unitary country wants to have presidential system. However, it emphasises that considering each system as a package is very crucial to achieve the desired results. In addition to that it specifies that each country has its own special situation and so it is not feasible to copy any country's system to another country. From this point of view, this study considers the alternative provincial models in Western Countries such as 'regional state' in Spain and Italy and 'quasi-federalism' in the UK to recommend the best choice for Turkey. As a result of this comparison this study recommends that territorial administration should maintain its existing in presidential system but together with a comprehensive local government reform.
