This thesis assesses the effects of liberalisation on Turkey's Universal Service (US) provider's –PTT A.S.'s- mail supply chain network design and it also aims to provide strategical suggestion to the company to redesign it. As an EU candidate country, Turkey aims to regulate its institutions in accordance with the EU standards before the chapter openings. Postal sector liberalisation is a part of this strategy. In this study single case study method was used along with a quantitative survey which illustrates the employee opinion about the suggested strategies. In the study, it was found that mail supply chain of the former monopoly will be challenged by the new entrants mostly in price. They will have the opportunity of accessing PTT A.S's supply chain network with regulations. Where profitable, they will bypass the network and mostly use `cream skimming` tactics to operate and leave the rest to PTT A.S. On the other hand, regulations will restrict PTT A.S. on quality of service, cost, and the network coverage. Moreover, the company will not be able to tailor its supply chain and the regulations will force it to operate across the country including the unprofitable areas. PTT A.S. should focus on implementing strategies to acquire a supply chain not only cost efficient but also innovative and flexible. The future strategy should include establishing a new firm with a low cost and flexible supply chain, part time working strategies, changed delivery times and its frequencies to prevent cream skimming tactics. On the other hand, in the survey, it was found that employees have concerns about the working conditions in this new firm and quality of the service while implementing these strategies. However, they are aware of the necessity of the change.
