Page: V - 135 SUMMARY The aim of this survey is to determine the position of the administration between the dimension of democracy and autocracy in primary education schools. The survey is restricted with the headmasters and teachers who work in primary education schools in 1994-1995 school year in Afyon. The universe of this survey is fifty-one primary education schools' headmasters and six hundred eighty-seven teachers stationed at these schools. The questionnaire of this survey is applied on 738 people. About 100 % (51 in number) of headmasters' guestionnaire and 71,47 % (491 in number) of teachers' guestionnaire totally 73.44 % (542 in number) guestionnaire is returned. Findings which are held in this survey are commented on curriculum, service organizations, students' services, financial services and general services. The consequence which was obtained is that the dimension of democracy is assumed by the headmasters in administration, autocracy is preferred by the teachers. According to the results of this survey, the proposals are; 1- An in service course titled“Democratic Administration in Education”should be applied on the headmasters of the primary education schools. 2- Curriculums which are based on teachers' education should be examined once more; curriculums on Democratic Education and Democratic Administration in Education must be enriched.
