78 ABSTRACT Today, shipping being an international business is dominated by the international market forces whether from government policies, famine, crop failures, riots, war etc.Shipowners were also being faced with escalating cost in running their fleets. Operating costs such as crew wages, stricter safety and maintenance standards, oil prices, ta<ation were all responsible for this escalating costs.Shipping corporations and shipowners had to find ways and means of reducing these costs in order to stay in business.One of the avenues that developed was the flag of convenience (FOG) shipping.Ship registration facilities were being set up in countries like Panama, Liberia, Cyprus, Honduras and Singapore where registration were less restrictive.The trend to FOC registration became increasingly attractive and many owners from the traditional maritime nations began flagging out. These owners had no alternative choice as flagging out became necessity in order for them stay afloat. With the trend to flagging out, questions arose on the safety standards on board these vessels. Increases in shipping casualties and cargo losses were blamed on FOC shipping. Maritime organizations and underwriters were concerned with the safety standards on board vessels and called for stricter controls on safety requirements. The traditional maritime countries were also concerned with the loss of their fleet to FOC shipping and began introducing measures to try and retain their remaining fleet and attract back what they had lostThe answer was in second registration which was introduced in 1987.lt is still early days yet to see what impact this new concept in ship registration has had, but already there has been a large transfers of ships from FOC registries to second registries like the Isle of Man, Norwegian International (NIS) Shipregister and Danish International Shipregister (DIS). Under the headings of above mentioned points, the objectives of this study are to analyze the trend and recent developments in ship registration to appraise, the present efforts for the establishment of an international ship registry both in European Community (Union) and Turkey. As a means to the achievement of these purposes, Chapter One provides a study on the registration options that are available to shipowners and discusses the“United Nations Convention on the Condition for the Registration of Ships.”Chapter Two highlights a detailed description of EC shipping considerations, with emphasis given to creation of a European Ship Registry (EUROS).Chapter Three seeks to examine the background of discussion in Turkey and suggest some principles to be considered in introducing a new registry.lt further outlines the current situation of the Turkish merchant fleet and predicts possible developments in the membership of Turkey in the European Community. Final Chapter provides conclusion.
