180 ABSTRACT In this study it is aimed at the determination of the policies and strategies which should be considered in the use of computers as an educational medium. At the begining of this study carried out by the method of researching investigation, these policies and strategies which are generally considered in the use of computers as an educational medium at both national and international level are derived from the relevant literatüre. Then a questionaire form which consists of 91 points that are grouped under fifteen categories-form of organization, equality of opportunity, financing, cooperation, research-develepment, aim, public opinon, hardware, software, human source, societal structure, indentification of priorities, planning, underground services and optimization-was developed-based upon the data collected from the literature. The questionaire has been applied to 119 persons which are included in the universe group living in the province Ankara. The data received from the application of the questionaire form have been analyzed by using the statistical techniques, arithmatic avarage (X), corelative t-test (t), variance analysis and LSD test with respect to the adopted purposes. The results obtained from the analyses are shown within tables and are interpreted in accordance with the aim of the study. It was detected from the research that at the international level, the existing policies and strategies in the use of computers as an educational medium are treated under the following dimensions: form of organization, equality of opportunity, financing, cooperation, research-development, aim, public opinion, hardware, software, human source, societal structure, indentification of priorities, planning, underground services and optimization. It is discovered at the national level these dimensions are not available. And it is observed that there are some condensed problems, especially in such basic domains as hardware, software, laboratory and teacher training, caused by not doing, the relevant practices in accordance with the policies and strategies. As a last point, the existing cause is different from what should be and the group (the group who are involved in the actual decision procedure) who think that such policies and startegies are in force does not shore the opinions of those who think they are not. The conclusion we reached is that determined policies and strategies are not sufficent, hence they should be developed.
