SUMMARY The Word Surra whose origin is Arabic and which means“money purse”was used to express the gifts sent to Hejaz on the reason of pilgrimage worship. The shipment of Surra started in Abbasies' period (750-1258 AD) and continued to the lates of Ottomans In history, We have seen that Fatimies (909-1171 AD), Eyyubies (1174-1250 AD) and Memlulcies (1250-1517 AD) also sent Sur ra. In Ottomans, the first Surra was begun to sent in Yıl dırım Bayezıd period (1389-1402 AD) Surra was sent as a compliment till Yavuz Sultan Selim(1512-1520 AD) but after the conquest of Egypt it was accepted as responsibility of the government in political respect and so Surra was sent continuously until the fall of the Empere Surra also indicated teh political authority of the state. It has been seen that Surra was sent from the Harameyn treasure in Enderun and in addition to this, money was assigned from the income of some pious foundations for Surra. In Sultan Abdülmecid period (1839-1861 AD) which the Empere started to run into dept,this capital was continued to sent without being diminished. The Surra was sent from Istanbul with an official ceramony in which the Emperor joined. According to the thesis, the gifts and atiyyah had been given to the people, and officials of Harameyn depending on their status in the community. Surra was sent by overland routes till 1864 and after the improvement of the sea trasportation it was sent by shipping lines. During the shipment of Surra, all the requirements of people, were considere, of ficials were assigned related to health, security and provisions. These officials werechanged about every year. Expenditures of Surra was recorded in detail even if cost of material necessary to repair the material“hurc”used upto the lowest limit. Legal costs and expenses of judge of Mecca and Medi- nah,Naib Efendies, Commander of Pilgrimage, Surra superiors and other officials were sent in Surra expenditures. As a gift ferajies were sent to governers and nil1 at was to the people. In addition to this, attar of roses was also among the sendings. Gifts were sent to provinces on route of Surra expressing their names and recorded in de- It was cooperated with Non Moslems for the buying the necessary materials and being depted.Şal was taken in An kara but dept was taken in Jeddah. In sending of money order required in Surra, Ottoman Bank was used. There is a Tariqat in Medinah, whose name is Tariqat-i Aliyye-i Khalidiyyah. The Surra superior was ordeder to treat the animals well. Among the Surra income, the income of Demascus, Aleppo and Saida have a great importance. In addition to this, the dept was also made. A corruption arose in Kiler-i Hajj and it was inves tigated and enlightened immediately. After 1862, the affairs of Surra commander and Hajj commander Lieutenantcolonel were united. Names of Civillian superiors and officials who are indirectly related to Surra have been seen on the route. The names of official departments and their corre- spondance procedures related to Surra was recorded in the correspondances. 426
