SUMMARY The purpose of this study is to investigate the economic effects of military expenditures. Resources devoted to military expenditures constitute an important constraint in the economic. development of the developing countries. At the beginning, military force and military expenditures are defined, and the changes in global military expenditures are examined. This is followed by the discussion of the determinants of military spending. The result obtained from this discussion indicates that security is the common factor which affects military expenditures in all countries. Other major factors depend upon the level of development of the countries. Inthis respect, the essential determinant is military-industrial complex in developed countries and vested interests in developing countries. In the following part, the economic effects of military expenditures are analysed according to alternative approaches of different school together with the results of empirical studies are examined. It should be mentioned that the result of the studies on the economic effects of military expenditures do not show a common feature. Standart Keynesian and Marxist economists argue that military expenditures can play the role of preventing stagnation of the capitalist system through solving underconsumption problem or shifting upward the effective demand. On the other hand, neoclassical 130economists' main concern is on the adverse effects of the military expenditures on the employment and growth. They argue that military expenditures have high opportunity costs in the sense of taking resources away fom productive investment. In the final part, the defense industry of Turkey is examined in the context of military expenditure and compared with other countries. This examination shows that, while in the rest of the world military expenditure has been generally declining, Turkey's military expenditures has been continuously, rising since late 1980s, because of internal and external factors. 131
