The Community's condition for the full memberships of those countries, with which it has established a close relation by the Association Agreements, is pointed out as the securing of confidence and stability. In this framework, also by concluding European Agreements, the Community and its members, are contributing to the realisation of the necessary conditions for the active participation of those countries to the“European Integration”. Furthermore, for the Visegrad Countries“ Association”would make it possible to get integrated with Europe and is appreciated as a big step towards the full membership which was their final aim. ^i# <k\* 202Those countries which were sharing the same inheritance and were accepting the European Community as a model in the framework of the liberalisation of their economies, have started to act in order to establish close and permanent relations and further strengthen them with the Community. In front of the collapse of the system, also wishing to establish the European integration, the Community did not stay indifferent with her Eastern Neighbours, and has taken steps in order to develop its relations with those countries which were put out of the system in which they were included after the Second World War. First, in addition to the agreements known as“The Second Generation”and economic co-operation, a new framework aiming to contribute to the European integration and to harmonise the domestic policies was drawn up. In this framework, because of the wish of co-operation of the Eastern European countries defined as the“ Visegrad Countries”during the whole thesis European Agreements were concluded with each one of these countries, after being negotiated separately. The European Agreements provide for free trade but also include economic, technical and financial assistance on a global and multiannual basis and political dialogue. The Community will reduced its tariffs and other import barriers more rapidly than the Visegrad Countries. And those Countries will open their markets for Community goods according to a flexible timetable. The Community is trying to strenghten the framework of the Agreements by the PHARE Programme and the European Bank for Reconstruction and Development. The European Community's own contribution to PHARE is considerable.
