SUMMARY Developments experienced in Central and Eastern European (CEE) countries and in the former Soviet Republics since 1985 is stili going on through recently the acceleration of these developments getting vveaker. Although political changes seem to be of first importance, economic factors in such a development process bear undoubtedly basic and important futures. The Europe Agreements signed by the European Community [EC) and the CEE countries is essentially for forming a free trade area between the parties. However, when taking into consideration together the assistance of approximately 34 billion ECU provided for the mentioned countries by the EU through PHARE Program between 1.1.199O-31.12.1994 and EU's political preferences, it is natural that as a result of Inter-governmental Conference to be hold in 1996, certain CEE countries will most probably get into the path to the full membership of the EU. This may delay Turkey's potential full membership to the EU. Another impact of the Europe Agreements signed by the EC and the CEE countries on Turkey is that the Community entrepreneurs may become more advantageous than the Turkish entrepreneurs in the CEE markets and that the entrepreneurs of the CEE countries may form a new competition for the Turkish entrepreneurs in the Community markets. Since there does not exist any bilateral assbciation relation ör any free trade agreement between Turkey and CEE countries, the entrepreneurs of the above mentioned countries are in a position to compete in the markets of each other vvithout taking any advantage of exemptions and customs reductions vvhich the Community entrepreneurs make use of. Jf the Turkish entrepreneurs and those of the CEE countries does not make access to the markets of each other under equal conditions with the Community entrepreneurs, their market share will, in the long term decrease. in any case, it is clear that new developments will be observed in the CEE countries. Turkey, as a counlry in the same region, will undoubtedly be affected by these developments. For this and above mentioned reasons the CEE countries should closely be monitored and necessary measures be taken. in this study, it is analyzed in comparative way the issues such as Europe Agreements, PHARE Program, CEE Countries-EFTA relations in a way to serve to this approach.
