Özet
Tarihi kent dokuları, zaman içinde yer almış uygarlıkların sosyal, kültürel ve ekonomik yapısını, yaşam felsefelerini, estetik kaygılarını ve teknolojik olanaklarını somut bir şekilde yansıtan mekânlardır. Toplumlarda zaman içinde görülen değişim paralelinde ortaya çıkan yeni mekân gereksinimleri, geçmiş uygarlıklarının yaşam biçimlerinin çağdaş yaşam içinde yer bulamamasına ve tarihi çevrelerin devinimine neden olmaktadır. Tarihi çevrelerin güncel ihtiyaçlar doğrultusunda değişime uğraması kaçınılmazdır. Bu değişim ve dönüşümün sağlıklı bir şekilde gerçekleşmesi ise doğru yaklaşımla ve koruma bilinciyle olmaktadır. Bu noktada, kent kimliklerini oluşturan tarihi çevrelerde yeni yapı tasarımı konusu oldukça önemli bir yer tutmaktadır. Çalışmada, tüm dünyada olduğu gibi ülkemizde de gündemde olan, özgün nitelikleri ile gelecek kuşaklara aktarılması gereken tarihi çevrelerde yeni yapı tasarımı konusuna dikkat çekilecektir. Çalışmanın amacı, tarihi çevrelerde yeni yapı tasarımı ardındaki düşünceyi, koruma biliminin öngördüğü yönetmelik ve tüzük, tasarımda etkili ölçüt ve yöntemler, tasarımı gerçekleştiren mimarın tutumu ile okumaktır. Bu bağlamda, dünyada ürün veren yetkin mimarlar araştırılmış ve farklı ülkelerde, farklı işlevlerde tarihi dokuda yeni yapı ve çağdaş ek niteliğinde birçok başarılı yapısı bulunan Norman Foster seçilmiştir. Çalışma, mimarın eserlerinin bulunduğu İngiltere, Almanya, Fransa gibi Avrupa ülkelerini eksen alan araştırması ile tarihi dokuda yeni yapı yaklaşımının nasıl olabileceği sorgusuyla değerlendirme amacındadır.

Historical city patterns are the places which reflect the social, cultural, economic structure, life philosoph, aesthetic concerns and technological possibilities of the civilizations lived in. Parallel with the changes in societies in time, which requires the new settlements, causes not only the disappearence of the old civilizations life styles in modern life but also changes in historical places. As a result of the necessities of the current needs of the modern life, changes in historical places are inevitable. Proper approaches and awarness of protection enable to correct change and transformation. At this point, the new structural designs take important place in historical sites, which constitute the identity of the city. In this study, I aim to draw attention to the one of the hot topics both in Turkey and all around the world that historical places should hand down the next generations with their special structural design. Within this context, I will underline the importance of the new structural designs in these historical places. The aim of this thesis is to read the ideas behind the new contructions in historical places through the regulations and rules, which are predicted by the protection science, standarts and methods, which are effective in design, and the attitude of architecture. In this context, a successful architect Norman Foster, who has countless new structures and modern additional buildings in historical places, is chosen among the other competent architects. In this study, by focusing on the European countries mainly England, Germany, and France where Norman Forster`s works are, this thesis aims to analyze that how new approaches can be applied to the protection of the architectural works.
