Özet
Bu çalışmanın konusu, egemenliğin dönüşümünün ve uluslararası toplum yapısının giderek genişlemesinin, uluslararası ilişkiler teorileri içerisinde bulunan İngiliz Okulu ve inşacılık çerçevesinde değerlendirilmesidir. Uluslararası İlişkiler teorilerinden yararlanılarak hazırlanan bu çalışmada, uluslararası toplumun genişlemesinde, egemenliğin dönüşümünün etkili olup olmadığına cevap aranacak ve seçilen her iki teorinin de, bu süreci en iyi açıklayan teoriler olduğu kanıtlanmaya çalışılacaktır. Egemenliğin dönüşümünü ve uluslararası toplumun genişlemesini inceleyen bu araştırma şu basamaklardan oluşmaktadır: Öncelikle, tarihsel metot kullanılarak egemenliğin dönüşüm süreci anlatılmış, uluslararası sistemin değişmesiyle ortaya çıkan farklı değerlerin, egemenliğin dönüşümüne neden olan etmenlerle örtüştüğüne değinilmiştir. Ele alınan İngiliz Okulu'nun temel argümanları incelenmiş, egemenliğin dönüşümünü ve uluslararası toplumun genişlemesini nasıl etkilediği belirtilmiştir. Son olarak ise, inşacılığın temel varsayımları açıklanmış ve bu süreci hangi değerlerin daha iyi açıkladığı tespit edilerek, bu iki teorinin karşılaştırmalı analizi yapılmıştır. Araştırma sonucunda ise, uluslararası sistemde devlet egemenliğinin iç politikadaki etkinliğinin sürdürülmesine zıt olarak, dış politikadaki egemenliğin, uluslararası toplum olarak hareket etme olgusundan dolayı dönüşüme uğradığı ve tek tek devletlerin söz sahibi olmalarından ziyade, uluslararası alanda, dirlik, düzen ve barışın sağlanması amacıyla bir bütün olarak karar almalarının daha etkili olduğu belirtilmeye çalışılmıştır. İngiliz Okulu teorisinin uluslararası toplum anlayışını benimsemesi, neden ve ne zaman oluşturulacağına dair açıklamalar getirmesi; inşacılık teorisinin ise, sistemi açıklamada devlet kimliği, düşünce ve yapı gibi olguları değerlendirmesi bu sonucun ortaya çıkmasında etkili olmuştur.

The subject of this study is the evaluation of transformation of sovereignty and the expansion of the international society's structure within the scope of the English School and the Constructivism theories of international relations. In this study, utilizing both selected theories, it will be determined whether the transformation of sovereignty is effective in the expansion of international society. This research consists of the following steps: first, the process of the transformation of sovereignty and the expansion of international society is described using historical methods which state that the different values which occurred with the change in the international system coincide with the factors that lean to transformation of sovereignty. After, the main arguments of the English School are examined, especially how it has assessed the transformation of sovereignty and the expansion of the international society. Finally, the basic assumptions of the Constructionist Theory are described and a comparative analysis of these two major theories is made, stating which values better explain this process. This research finds that rather than continue activities focusing on internal policies and then having a say in international matters as an individual state, focus on the state's foreign policy, which is actively transformed by the need to act as an international community, responding to wider, international needs. Thus, to take decisions as a whole community provides amity, order and peace in the international arena. The contribution of understanding the international society offered by the English School Theory, offering explanation of why and when to create this society, and the contribution of the Constructivism Theory which assesses facts such as state identity, thoughts about structure and system, have both been very useful in this research to reach the resultant conclusion.
