Özet
Eğitim programlarında, Türkçe öğretiminin dil ve kültür birliğinin sağlanması, öğrencilere ana dillerinin önemini kazandırmadaki sorumluluğa göndermeler yapılarak bir sanat özelliği taşıyan Türkçe eserler, öğrencide büyük ölçüde etki yaratmıştır. Irak'ın Kerkük ilinde görev yapan iki dilli Türkçe öğretmenlerin ve Kerkük Üniversitesi Eğitim Fakültesi Türkçe Öğretmenliği Bölümü'nde okuyan iki dilli öğrencilerin ölçme ve değerlendirme ile Türkçe öğretimindeki görüşlerini ve sorunlarını tespit etmek; bu görüşlerin öğretmenler tarafınca cinsiyet, görev yaptıkları okul ve hizmet yılı ile uygulanan ankette belirlenen soru tiplerini ve bunları öğrenme alanlarına ilişkin kullanımları açısından belirlemek, öğrencilerin ise; sadece cinsiyet ile ankette bulunan soru tiplerini öğrenme alanlarına göre kullanılmasını istediklerini belirtmişlerdir. Öğretmenlerin Türkçe öğretimindeki ölçme ve değerlendirme ile ilgili görüşlerinde cinsiyete, görev yaptıkları okula ve hizmet yılına göre dikkate değer bir ilişki ortaya çıkmamıştır. Öğretmenler,“Türkçe öğretimin ölçme ve değerlendirme olarak belirlenmesi, konuların kavranıp kavranmadığını belirleme”olarak görmekte ve uygulamadaki soru tiplerini konunun kavranmasına yönelik yanıtladıkları görülmüştür. Ancak öğrenciler konunun daha iyi kavranmasına inandıkları şekilde ankette bulunan soru tiplerini yanıtladıkları görülmüştür. Ayrıca sınavlarda çoğunlukla yazılı soru tipi kullanılmaktadır. Öğretmenlerin testten öte, klasik yazılı sınav uygulamasını kullandıkları görülmüştür. Ancak öğrencilerin daha çok test uygulamalarını tercih ettikleri görülmüştür. Irak'ta yaşayan iki dilli Kerkük Türkmenlerindeki Türkçe öğretiminde ölçme ve değerlendirme, anketler ve kaynak tarama çalışmaları yoluyla belirtilmiştir.

In the Education programs, to ensure the unity of the Turkoman language and culture teaching, students with an art features with reference to the responsibility of bringing the importance of mother tongue and Turkish works were greatly impact students. The persons who served Turkoman bilingual education in Iraq's Kirkuk, They are the Kirkuk teachers and Kirkuk University Faculty of Education Department studying at Turkoman and the Arabic bilingual students their views on the measurement and evaluation of teaching Turkoman to identify problems. This view of teachers applied for by gender, to determine the types of questions specified in the survey implemented by the school which they work and services and their use of terms related to the field of learning, and students just stated the type of questions in the survey that they want to use according to gender learning areas. Measurement and evaluation in Turkish teaching and the teachers views remarkable on gender, according their work service year in the school and emergence of a relationship. TheTeachers' determination of the Turkish educational measurement and evaluation, to determine whether the subject matter of understanding grasped "the type of questions and answers for the application to see as it was seen that the understanding of the subject. However, students subject has seen that they better answer the type of questions in the survey as they believe it to be grasped. In addition, the type of test used mostly written questions. The test of the teachers were using the other classic written exam application. However, students prefer the more testing. Measuring the Turkish teaching in bilingual Kirkuk Turkmens living in Iraq and evaluation is indicated through surveys and literature studies.
