Özet
Bu çalışma, II. Abdülhamid dönemi Osmanlı piyade zâbitlerinin 1877-1878 Osmanlı-Rus Savaşı sonrasında orduda görülen yeniden yapılanma kapsamında, askerî mekteplerde, yurtdışında, kıt'ada ve cephede nasıl bir mesleki gelişim takip ettiklerini ve hangi görevler içerisinde bulunduklarını ele almaktadır. Mekanize savaş çağı olarak adlandırılan dönemde zabitliğin Avrupa'da nasıl profesyonel bir meslek haline geldiğinin incelendiği birinci bölümün ilk kısmını, Doğu Sorunu ve yenileşme sürecinde Osmanlı zâbitlerinin nasıl bir siyasi ve askerî konjonktür içerisinde yetiştiğini açıklamaya çalışan ikinci kısım takip etmektedir. 1870-1871 Fransa-Prusya ve 1877-1878 Osmanlı-Rus Savaşları'nın tesir ve tecrübeleriyle şekillenen askerî mekteplerdeki ve yurtdışındaki Osmanlı zâbit eğitiminin incelendiği ikinci bölümde, Goltz Paşa'nın zabitlik mesleğine bakışı ve askerî mekteplerde yaptığı reformlar da ele alınmıştır. Üçüncü ve son bölümde ise Osmanlı piyade zâbitlerinin kıt'adaki ve cephedeki görevleri, nizamnâmeler ve talimnâmeler üzerinden incelenirken, 1897 Osmanlı-Yunan Savaşı da piyade zâbitlerinin cephedeki görevlerini yansıtan bir örnek olarak incelenmiştir. Bu bölümde son olarak, II. Abdülhamid dönemi zâbitlerinin terfi, tayin, maaş ve evlilik konularındaki düzen ve sorunları ele alınmıştır. Böylelikle, topyekûn harp sırasında (1911-1922) ve imparatorluktan ulus devlete geçiş sürecinde ordunun ve zaman zaman devletin sevk ve idaresinde son derece etkili olmuş komuta kadrosunun hangi koşullarda ve nasıl yetiştiği ortaya konulmaya çalışılmıştır.

This study, within the scope of reconstruction in the army after the Ottoman-Russian War that occurred in 1877-1878, examines how Ottoman infantry officers' developed professionally in schools, abroad, and battlefield and what duties they were assigned. The first part of the study discusses how being an officer became a profession in Europe in an era called mechanized combat period while the second part argues how Ottoman officers train in a military and political conjuncture during a time period when there was the East Problem and Reform. In the second chapter of the study in which the training of the Ottoman officers in abroad and schools formed by the effects and experiences from Ottoman-Russian and French-Prussian wars, Goltz Pasha's (General Goltz) the views and reforms he made at military schools are discussed. In the third and final chapters, the duties of Ottoman infantry officers in detachment and battlefield are examined on the basis of regulations and field manuals whereas the war between Ottoman and Greece is investigated as an example that reflects the duties of infantry officers. Lastly in this chapter, regulations and problems about the issues like appointment, promotion, salary, and marriage of officers who served in army of II. Abdulhamid are discussed. Thus, it was discussed how command echelon, who had an effective role in the management of army and sometimes in the state during the general war (1911-1922) and transition to nation-states, trained.
