ABSTRACT Towards the year 2000, it is a possible to see many obvious and interesting trends. On the one hand, there are economical blocs such as EU, NAFTA, BSEC, on the other economical borders have abolished the formal and geographical borders paving the way economical globalization.This development is mainly due to the principles freedoms of individual, free enterprise and free market economy based on the competition. In recent years, the great developments in the technology particularly in communication system make the world as a small village. As a result the dimension and the characters of the competition has changed; speed, flexibility, enterprenership and creativity has became popular concepts which has increased the significance of the factor of humanity. In other to be successful in competition on international arena, there is a great need for the small and medium size undertakings since they have those popular concepts, just mentioned above, as a part of their structural nature. In this connection it should be stated again that the factor of humanity has the vital importance in small and medium size undertakings. Administrative problems are the most important ones faced by the small and medium size undertakings because, unreality, they loys on the roots of other problems related to personnel, financial and production departments. The personnel problems faced by the small and medium size undertakings can be classified into two main groups. First one Is the perspect of view of directors to the personal. It could be said that the administration ofhuman resources approach suggest appropriate methods for the solution of the problems related to these subjects. As a result of our own research, both in theory and in the light of our inquiry, it is seen that the administration of human resources can be actualized both as a thought and as an act in small and medium size undertakings. We believe that positive results are taken if the studies in this field could be more improved.
