Özet
TOKİ Toplu Konut Uygulamalarında Siteden Mahalleye Dönüşüm isimli bu çalışma; TOKİ toplu konutlarını, Eylül 2015-2016 arasında ihale ettiği yaklaşık yirmi bin konutu içeren, sosyal konut projeleri üzerinden incelemektedir. Tez çalışmasının amacı 2004 sonrası süreçte hakim kent politikalarındaki dönüşümlerin toplu konut politikalarında nasıl bir değişime sebebiyet verdiğini, TOKİ'nin siteden mahalleye, nicelikten niteliğe dönüşünün, söylem-eylem uyumu veya çelişkisini ortaya koymaktır. Araştırma mahallenin“dayanışma, komşuluk, konut sokak ilişkisi, karşılaşma olasılığı, gelir grupları farklılığı”gibi ilişki ağlarına, mahallenin idari kimliğine ve toplum olma haline odaklanmıştır. Siyasi değişimlerin toplu konut kimliğinde etkin olduğu ancak değişimlerdeki geçişlerde söylemin eylemi kuşatamadığı grülmüştür. TOKİ'nin mahalle konsepti uygulamalarında site yapılanmasının etkilerinin devam ettiği gözlemlenmektedir.

This study entitles the Transformation from Building Complex to Neighborhood in TOKİ Mass Housing Applications; by analyzing the TOKİ mass housing projects on the basis of approximately twenty thousand houses which were contracted out, between September 2015 and 2016. The aim of the thesis study is to reveal; the frame of the transformation that has been caused by the government's mass housing policies that took place in the period after 2004, and to ascertain the consistency or the contradiction of TOKİ's statement-act, about the transformation from building complex to neighborhood, from quantity to quality. Furthermore, the research focused on the communication networks such as“solidarity, neighborhood, house and street relations, encounter probability, the difference of income groups”, and on administrative identity of the streets and on the case of being society. It was perceived that political changes are effective on the identity of mass housing but the statements cannot envelope the acts on transitions between the changes. It is observed that the effects of building complex proceed in neighborhood concept applications of TOKI.
