Özet
Yüksek lisans tezi olarak hazırlanan bu çalışmanın amacı, Van ve Bitlis illerinin kış turizm potansiyelini belirleyerek planlamaya yönelik öneriler sunmaktır. Bölgesel kalkınma stratejilerinde ve gelişmişlik farklarının ortadan kaldırılmasında bir araç olarak kullanılan turizm, özellikle doğal be beşeri turizm kaynakları noktasında imkânlar sunan iller için bir araç olarak kullanılmaktadır. Bu anlamda Bitlis ve Van diğer birçok turizm bileşeni açısından olduğu gibi kış turizmi açısından da önemli fırsatlar sunmaktadır. Dolayısıyla ulusal turizm stratejimizin de nihai hedefi olan turizmi bütün ülkeye ve 12 aya yayma düşüncesi de kış turizmi desteklemektedir. Zira bilindiği üzere Türkiye'de turizm büyük ölçüde kitle turizmi şeklinde gerçekleştirilmektedir. Oysa kış turizmi potansiyeli Türkiye'nin zamana ve mekâna yama şeklinde ifade edebileceğimiz temel turizm yaklaşımını destekler niteliktedir. Bu açıdan Bitlis ve Van illerindeki kış turizm imkanlarının ne olduğu ve hem bölgesel hem de ulusal turizme ne ölçüde katkı sunacağı gibi soruların ele alınması ve araştırılması gerekmektedir. Araştırma sahasını oluşturan Van ve Bitlis illeri Doğu Anadolu Bölgesi'nin Yukarı Murat-Van Bölümü içerisinde yer almaktadır. Bu iki ilin birlikte ele alınması birçok değişkenle ilişkilidir. Bunlar, benzer coğrafi koşullara sahip olmaları, kış turizmi ve diğer turizm çeşitlerinde biri birilerini desteklemeleri ve büyük ölçüde bölgeyi tercih eden turistlerin paket turlarına her iki ili birden dâhil etmesi şeklinde sıralanabilir. Dört bölümden oluşan bu çalışmanın birinci bölümünde çalışmanın kapsamı ve çalışma süreçleri ele alınırken ikinci bölümde kış turizmi ile ilgili genel kavramlar, dünyada ve Türkiye de kış turizminin genel durumu, tarihsel gelişimi, doğal ve beşeri gereksinimleri ile Türkiye'nin kış turizm merkezleri ele alınmıştır. Üçüncü bölümde de çalışma sahasının fiziki şartlarının kış turizmine uygunluğu tartışılmıştır. Dördüncü ve son bölümde ise Van ve Bitlis illerindeki mevcut kış turizm merkezlerinin genel durumları ile bu tesislerde ziyaretçilere uygulanan anketler değerlendirilmiştir. Ek olarak bu bölümde çalışma alanı içerisinde yeni kayak merkezi kurulabilecek potansiyel alan önerilerine yer verilmiştir.

ABSTRACT The purpose of this study, prepared as a graduate thesis, is to offer suggestions for planning to determine the potential of winter tourism in Van and Bitlis provinces. Tourism which is an important factor in eliminating regional development strategies and development disparities, is notedly used as a tool for cities that are more favorable in terms of natural and human tourism resources. In this sense, Bitlis and Van offer significiant opportunities in terms of winter tourism as many other tourism compositions do. Therefore, the thought that tourism is spread all over the country and to 12 months as our national tourism whose main goal is also so, supports the winter tourism. As it is known that, tourism is largely carried out as a mass tourism in Turkey. However, the potential winter tourism supports the basic approach that we can express it in the form of time and space distribution in Turkey. In this respect, the questions about what winter tourism opportunities in the Bitlis and Van provinces are and to what extent will contribute to both regional and national tourism, should be offered and investigated. Van and Bitlis provinces that make up research field, are located within Up-Murat Van Department of Eastern Anatolia Region. These two provinces which are taken together, are associated with many variables. These variables can be listed as follows: to have similar geographical conditions, to support each other for winter tourism and to include both provinces at a time in the package tour of most the tourists who largely prefer to visit the region. The study consists of four sections.While the scope of work and work processes are discussed in the first section, general concepts related to winter tourism, the general state of the world and Turkey in winter tourism, historical development of winter tourism centers of Turkey's natural and human needs are dealt with in the second section. In the third section, the eligibility of physical conditions of the work area for winter tourism is discussed. In fourth and last chapter, the general current state of winter tourism in Van and Bitlis and the questionnaires, performed at these facilities for visitors, are evaluated. Additionally, the potential proposals of building new ski areas in the work area, are included in this section.
