Özet
Siyasal sistemin yapısını oluşturan hükümet sistemleri, bugün siyasal alanda en çok tartışılan konulardan birisi haline gelmiştir. Türkiye'nin de dâhil olduğu dünyanın birçok ülkesinde zaman zaman yeterince siyasal istikrar sağlamadığı düşünülen hükümet sistemi uygulamaları, bu sistemleri uygulayan ülkeleri sistemde değişiklik yapma arayışlarına itmektedir. Bu çerçevede bu çalışmada, hükümet sistemi uygulamaları ile beraber parti sistemleri incelenmiştir. Parlamenter, başkanlık ve yarı başkanlık sistemi uygulamalarının örnekleri olarak Büyük Britanya, A.B.D. ve Fransa karşılaştırılmıştır. Türkiye'deki parlamenter sistemin tarihsel gelişimi anayasal süreçler içinde açıklanarak, parlamenter sistemin Türkiye'de nasıl uygulandığı, mevcut sistemin parlamenter sistemden ne derece uzaklaştığı tartışılmıştır. Son olarak Türkiye'deki hükümet sistemi tartışmaları siyasi partilerin yapısı ve parlamenter sistem arasındaki ilişki çerçevesinde değerlendirilmiştir.

The governmental systems that make up the structure of the political system have become one of the most debated topics in the political arena today. The practices of the government system, which is thought to have not provided sufficient political stability from time to time in many countries of the world, including Turkey, are pushing the countries implementing these systems to seek change in the system. In this framework, in this framework, the systems of the government together with the party systems are examined. As examples of parliamentary, presidential and semi-presidential system practices, Great Britain, U.S.A. And France compared. The historical development of the parliamentary system in Turkey has been discussed in constitutional processes and it has been discussed how the parliamentary system is applied in Turkey and how far the current system has moved away from the parliamentary system. Finally, the discussions of the government system in Turkey were evaluated within the framework of the relationship between the structure of political parties and the parliamentary system.
