Özet

Ülkelerin ekonomik ve sosyal gelişmişlik düzeylerini belirleyen etmenlerin başında; eğitim sistemlerinin kaliteli, çağın gereklerine uyumlu, toplumun ihtiyaç ve yapısına uygun olması gelmektedir. Bir ülkenin geleceğini belirleyen, bireylerin hayatının belli bir dönemini harcadığı, kalıcı değerler üretmesine yardımcı olan, her açıdan bireylerin ve ülkenin refahını sağlayan, bu denli önemli bir konu, yıllardır tartışılagelmiş ve her dönemde eğitim sistemi üzerinde değişiklikler yapılmıştır. Eğitim sistemi üzerinde yapılan değişiklikler; kimi zaman Batı'ya ayak uydurma, Ulu Önder Mustafa Kemal Atatürk'ün çağdaş uygarlık düzeyi hedefini yakalama, kimi zaman ise dönemin yöneticilerinin taleplerine dayanarak yapılmaktadır. Özellikle son yıllarda eğitim sistemimizde köklü değişikliklere gidildi. Bu değişikliklerin sonuçlarını hemen beklemek elbette mümkün değildir. Eğitim sisteminde yapılan reformların sonuçlarını almak yıllar alan bir süreçtir. Çalışmamızda; bugün yaşanan değişimleri daha iyi anlayabilmek için geçmişi bilmemiz gerekir mantığı ile eğitim tarihimizin geçmişten günümüze kadar geçirdiği aşamalara yer verilmektedir. Ayrıca, Türk Eğitim Sistemi'nin genel olarak sorunları tespit edilmekte ve bu sorunların tarafları da dikkate alınarak çözüm önerileri sunulmaya çalışılmaktadır. Bu çalışmanın uygulama aşamasında, Erzurum Merkez ilçelerinde görev yapan öğretmenler için hazırlanan bir anketle uygulama yapılmıştır. Araştırma sonucunda elde edilen bulgular, çeşitli istatistiksel işlemlerden geçirildikten sonra sonuçlar ortaya konulmaktadır.

The main factor that decides the socio-economic development level of a country is the existence of high quality, an up-to-date education system which is appropriate to the structure and needs of the society. Such an important topic that decides the future of the countries increases the level of welfare both for the individuals and the countries and on which individuals spend a certain period of their lives has been discussed for years, and several changes have been made on the education system. The changes in the education system in Turkey are made resulting from various reasons such as seizing Atatürk's objective of reaching contemporary civilization, to fit in with the west and sometimes depending on the demands of the leaders of a particular era. Especially in recent years, radical changes have been made in our education system. Of course, it is not possible to expect the results of these changes immediately. Obtaining the results of the reforms in the education system is a process that takes years. In this study, the stages in which our educational history spans from past to the present are included depending on the idea which suggests that we need to know the past to understand better the changes that are happening today. Additively, the general problems in the Turkish Education System are located, and solution proposals to these problems are put forward by considering sides. In the implementation phase of this study, a questionnaire was conducted with the teachers working in the central districts of Erzurum. The findings obtained after the research are put through various statistical processes, and then the results are presented.
