Özet
127 ÖZET Bu çalışmanın amacı, ihracat kredi sigortası sistemini prensibleri açısından ortaya koymak, çeşitli ülkelerce benimsenen uygulamaları ve bu uygulamaların dış ticaret dengesi üzerindeki olası etkisini araştırmak, ihracat kredi sigorta sisteminin Türkiye'deki geUşirrıinin dış ticaretimizdeki olası etkisini araştırarak konuyu Türkiye açısından değerlendirmektir. Çalışma sonunda ihracat kredi risklerini belirginleştirme ve azaltma, ihracatçıya yeni finansman olanakları yaratma, mal ve hizmet pazarı çeşitlendirme, ihracatı geliştirme ve yönlendirme gibi başlıca işlevleri olan ihracat kredi sigortası uygulamasının, tek basma Türkiye'nin dış ticaret dengesini düzeltmeye yeterli olmadığı görülmüştür. Çünkü dış ticaret dengesine birçok faktör etki etmektedir. Çalışma dört bölümden oluşmaktadır. Birinci bölümde, ihracatın finansmanı ve ihracat kredileri konuları ele alınmıştır. Çünkü ihracat kredi sigortası ve ihracat finansmanı birbiriyle yalan ilişkili konulardır. Ayrıca genelde ihracat kredi sigortası kurumlan kredi kurumlarım destekleyici bir işlevi yerine getirmektedirler. İkinci bölümde, ihracat kredi sigortası ve garantisi üzerinde durulmuştur. Bilindiği gibi, ihracat kredi sigortası, ihracat finansman sürecinin tamamlayıcı bir parçasıdır. Çalışmanın üçüncü bölümünde ihracat kredi sigortası sisteminin gelişmiş ve gelişmekte olan ülkelerdeki uygulamaları üzerinde durulmuş ve bu çeşitli ülkelerdeki uygulamaların dış ticaret dengesi üzerindeki olası etkileri incelenmiştir. Çalışmanın son bölümünü oluşturan Türkiye'de ihracat kredi sigortası sisteminin gelişimini ve Türkiye açısından değerlendirilmesini kapsayan üçüncü bölümde, öncelikle Türkiye'de ihracat kredi sigortasının önemi, sistemin kurulmasına yönelik yapılan çalışmalar, Türk Eximbank ve sigorta programları üzerinde durulmuş sonra Türk Eximbank'in kurulmasından sonraki sigorta faaliyetleri ile ilgili gelişmeler ve Türkiye'nin dış ticaret ve ihracatının yapısal gelişimi incelenerek uygulamanın etkileri Türkiye açısından değerlendirilmiştir.

128 ABSTRACT The purpose of this study is to set forth export credit insurance system as regards to its principles, to research the implementations taken up by various countries and the possible effect of these implementations on foreign trade balance, and to evaluate the issue as regards to Turkey by researching possible effect of the development of export credit insurance system in Turkey on our foreign trade. At the end of this study, it has been seen that export credit insurance implementation which has several operations such as to identify export credit risks and reduce them, to create new financial possibilities to the exporter, to make the goods and the markets various, to develop and direct exportation, is not sufficient by themselves to correct the foreign trade balance of Turkey. Because many factors will have effect on the foreign trade balance. The study consists of four sections. In the first section the finance of export and export credits issues are examined. Because export credit insurance and export financing are closely related subjects. Furthermore export credit insurance institutions carry out an operation to support the credit institutions. In the second section, it has been emphasised on export credit insurance and guarantee. As known export credit insurance is an integral part of export finance process. In the third section emphasis is given to the implementations of export credit insurance in developed and under developed countries and the possible effect of these implementations on foreign trade balance in various countries have been examined. In the last section which consists of the development of export credit insurance system in Turkey and its evaluation as regards to Turkey, it has been emphasised especially on the importance of export credit insurance in Turkey, the studies carried out to set up the system, and Türk Eximbank and insurance programs and then the insurance activities after the establishment of Turk Eximbank and related developments and the structural development of foreign trade and exportation of Turkey have been examined and the effects of the implementation have been evaluated as regards to Turkey.
