The fuzzy line between terrorism and organized crime has been a particular research topic to determine characteristics of perpetrators whether they are terrorists or criminals. This ambiguity has been conceptualised by different perspectives and models; one of them is the Crime-Terror Continuum (CTC) model of Tamara Makarenko (2003). However as she noted, this relationship varies according to particular circumstances of the countries and organisations which need to be elaborated in their own context. Turkey with its almost forty-year history in combating terrorism, Kurdish Workers' Party (PKK), and its fund raising activities stands for a distinctive example to explore. Notably, this research examines the PKK and its engagement in illegal drug trafficking through an evolution process of the organisation. Therefore, the research aims to discover to what extent the PKK is an organized crime group by weaving the Makarenko's CTC model. In order to do this, the research adopts a qualitative case study research design by documentary analysis and interviewing with law enforcement officers. The findings of both interviews and documentation overlap with each other and show that the PKK does not completely fit with the CTC model. However, after adopting primary phases of the model, it forms its own convergence strategy. Finally, it can be said that the PKK is a terrorist organisation which successfully raises funds by creating its own sub-organized crime groups.
