Özet
ÖZET Çağımızda, sanayileşme, kentleşme, tarımsal faaliyetler, enerji üretimi vb. nedenlerden ötürü ortaya çıkmış olan, ülkeleri ve bu arada ülkemizi de olumsuz yönde etkileyen sorunlardan birisi de "çevre sorunlarıdır. Hava, toprak, su çevresinin kirlenmesi ve ekosistemin bozulması şeklinde olumsuz sonuçlar doğuran çevre sorunları, teknolojik gelişmeye paralel, nitelik olarak da farklılıklar göstermektedir. Bu durum çevre sorunlarının çözümünü güçleştirmektedir. Yerine göre ulusal sınırları aşarak uluslararası bir sorun haline gelen çevre sorunlarına karşı; önleyici ve tamir edici çeşitli politikalar uygulanmaktadır. Çevre sonullarının çözümü, herşeyden önce yeterli hukuki, idari sosyal, siyasal ve ekonomik altyapının tamamlanması ile mümkün olabilir. Ekonomik açıdan çevre sorunları, üçüncü şahıslar aleyhine olumsuz bir dışsallığa yol açtığından, sorunun, piyasa mekanizması ve kamu ekonomisi çözümleri yoluyla halline gidilmek istenmektedir. Bu çalışmada, birinci bölümde, genel olarak çevre sorunları ve bunlara yol açan etmenler, ikinci bölümde, ekonomik çevrenin hukuki, idari ve sosyal altyapısı açıklanmakta ayrıca çevresel etki değerlendirmesi (ÇED) üzerinde durulmakta, son bölümde ise çevre kirlenmesinin optimal düzeyinin belirlenmesi ve bunlara karşı uygulanması gereken alternatif piyasa ve kamu ekonomisi çözümleri sıralanarak önerilerde bulunulmaktadır.

ABSTRACT One of the most important problems that has arised because of at the and of industrialization, urbanization and agricultural activities, energy production etc., and that has effected all of the countries and also our country negatively is the environmental problems. The environmental problems that have brought the problems of the pollution of the air, soil and water and destroyed the ecosystem shows the difference in such a way as the technology develops. This stuation makes difficult the solution of the environmental problems. Different preventive and supportive policies are aplicated against of the environmental problems that have been an international problem by exceeding the national baundaries in some respects. The solution of the environmental problems, before everything, is possible by the completion of legal administrative, social and political background. Also from the economic side, environmental problems has caused to the negative externality on the third persons. It is desired that the problem should be solved by the way of market mechanism and public economics. In this study, in the first part, generally, environmental problems has been investigated and the reasons that have caused to this problems.İn the second part the leavel, administrative and social background of the environment have been explained, and in this part also Environmental Effect Valuation has been studied. İn the last section, the determination of the optimal level of environmental problems and alternative market and public economics solutions that should be appliad against of these have been handled and offers have been brought about this subject.
