Özet
1980lerle birlikte dünyaya entegre olma çabasındaki Türkiye'de idari, siyasi ve hukuki değişimler yaşanmıştır. Bu değişim çabasının yerelde tezahürü, yerel yönetimlerin güçlendirilmesi olarak aks etmiştir. Yerel yönetimlerin merkezi idareye bağımlılığının azalmasına ilişkin tartışmalar, kentsel politikalara ilişkin ilginin artmasına da yol açmaktadır. Bu ilgi yerelde yaşanan sorunlar ve bunlara ilişkin karar alma süreçleri ile bu süreçte yer alan aktörler ve etkilerine odaklanmayı gerektirmektedir. Tez araştırmasının konusu olan Tekirdağ ili Çorlu ilçesinde özel sektöre ait bir katı atık bertaraf tesisi kurulmak istenmiştir. Fakat bu talep, kentte tepkilere sebep olmuştur. Halk, yerel yönetimler, sivil toplum kuruluşları, sermaye sahipleri ve merkezi idarenin de dahil olduğu karmaşık ilişkiler doğmuştur. Katı atık bertaraf tesisi kentte istenmemektedir. Fakat kurulan ittifaklar ve komplike ilişkiler ile katı atık bertaraf tesisi kurulmuştur. Bu tez çalışmasının amacı, yukarıda ifade edilenler ışığında, Tekirdağ ili, Çorlu ilçesinde yaşanan bir çevre meselesini, kentsel politika ekseninde ele almaktır. Bunun için konu hakkında bilgi sahibi olduğu düşünülen, konuya doğrudan veya dolaylı yoldan dahil olan 19 katılımcıyla yüz yüze görüşme gerçekleştirilmiştir. Örnek olay üzerinden elde edilen veriler bizlere genel olarak yereldeki topluluk ve sivil toplum kuruluşları ile yerel yönetimi temsil eden aktörlerin önemli bir kısmının karşı çıkışlarına rağmen sermaye ve merkezi iktidarı temsil eden aktörlerin farklı yöntem ve araçlarına başvurarak katı atık bertaraf tesisinin kurulmasını sağladıklarını göstermektedir. Tez çalışmasının bizlere sunduğu veriler, kentsel politika kuramları çerçevesinde karar alma sürecinin hangi aktörlerce ne seviyede etkilenebildiğini ortaya koymaktadır. Türkiye'de kentsel politikalara ve karar alma sürecine dair ipuçları sunan bu tez çalışması, örnek olay ekseninde meselelerin çok daha somut ve anlaşılabilir olmasını hedeflemektedir. Bu yönüyle mevcut çalışmalardan sıyrıldığı ve literatüre katkı sağlayacağı öngörülmektedir.

At the beginning of the 1980s, Turkey has experienced to change its administrative, political and legal situation because of the new global era. This change of effort has appeared as strengthening of governments in local. The approach of reducing the dependency of the local governments to the central government, has provided some scientific studies for the urban decision-making process. These studies show us the positions of the decision-making process and the local actors that influence the decision-makers. Private sector has desired to establish a solid waste disposal facility in Corlu. But citizens reacted quickly to this demand and many local actors decided to join protests against government and private sector. Complex relationships have arisen between the local people, local governments, non-govermental organizations, capital owners and central government. Solid waste disposal facility is not required in the city. However solid waste disposal facility have been established with the support of some alliances and complex relationships. The aim of this thesis is to examine the urban politics on the axis of an enviromental issue and behaviours of the local actors. Face-to-face in depth interviews were conducted with 19 participants, who were thought to have information about the subject. The data shows us that in spite of the opposition of a significant part of the actors representing the community and non-govermental organizations and the local government in general, they have established solid waste disposal facility by resorting to different methods and means of actors representing capital owners and governmental power. The data of this thesis are reveal which actors and what level of decisionmaking process can be affected in the framework of urban policy theories. This thesis shows clues about urban politics and decision-making process in Turkey. The issues in the case aims to be much more concrete and understandable. It is anticipated that this direction will escape from existing studies and contribute to the literature.
