Özet
ÖZET Bu araştırmanın amacı, sınıf içi etkinliklerin denetiminde müfettiş davranışlarını betimlemek, bu davranışların gösterilme sıklığını, yasal metinlere ve çağdaş denetim anlayışlarına uygunluğunu irdelemektir. Araştırmanın evrenini, Sivas ilinde çalışan ilköğretim müfettişleri ve ilköğretim müfettişlerince denetlenen öğretmenler oluşturmaktadır. İncelenen otuzaltı müfettiş davranışından otuzbârinde öğretmenlerle müfettişlerin görüşleri arasında istatistiksel olarak anlamb farklar bulunurken, beşinde fark görülmediği ortaya çıkmıştır. Müfettiş grubunım görüşlerinin büyük bölümünün sık sık aralığına, öğretmen grubunun görüşlerinin büyük bölümünün ise nadiren aralığına düştüğü görülmüştür. Sınıf içi etkinliklerin denetiminde müfettişlerin göstermiş oldukları davranışlardan önemli sayılabilecek bir bölümünün ise çağdaş denetim anlayışlarına ve yasal metinlere tam olarak uyulmadığı bulunmuştur. Çağdaş denetim anlayışlarına uygun davranışlar gösterilebilmesi ve müfettişlerle öğretmenler arasında sağlıklı iletişim kurulabilmesi amacıyla önerilerde bulunulmuştur.

SUMMARY The purpose of this research is to describe the behaviours of the elementary education supervisor in the instructional supervision and to study the appearance frequency of these behaviours and their suitablity to the contemporary supervision comprehension and to the legal texts. The population of the research is composed of elementary education supervisors working in Sivas province and the teachers they have supervised. While the vast majority of the opinions of the supervisors group fall into“freguently”choice on the scole, the opinion on the teachers group concentrated on“rarely”choice for the vast majority of given supervisory behaviours. There were statistically significant differences between the opinions of the teacher and supervisor groups on given 36 supervisory behaviours exhibited by the supervisors. On the other hand, there were no differences on remaining 5 behaviours. In the instructional supervision it was seen that some of the behaviours of the elementary education supervisors are not exactly conforming to the contemporary principles and legal texts and there were seen important divergences between the opinions of the teacher and the supervisor groups concerning the supervisor behaviours. There were made recommendations as for acting according to the contemporary supervision comprehension and establishing a healthy communication channels between teachers and supervisors.
