Özet

Bu çalışmanın amacı, öğretmen görüşlerine göre okul müdürlerinin ders denetimi görevlerindeki yeterlilik düzeylerinin belirlenmesi ve öğretmenlerin kendi okul müdürlerinin ders denetim görevlerindeki yeterlilik düzeyleri konusundaki görüşlerini çeşitli değişkenler açısından incelemektir. Ekonomik kaynakları ve zamanı verimli kullanabilmek nedeniyle evrendeki öğretmenlerin tümüne ulaşmak zor olduğundan evreni temsilen tarafsız bir örneklemin alınması yoluna gidilmiştir. Bu araştırmanın evrenini temsil etmek için 2017-2018 öğretim yılında Antalya ilinin Muratpaşa, Konyaaltı, Kemer, Aksu ve Korkuteli ilçesinde bulunan 96 ortaokul ve bu okullarda görev yapan öğretmenler oluşturmaktadır. Örneklem ise bu okullar arasından tabakalı örneklem sistemi ile seçilen 24 ortaokulda görev yapan öğretmenlerdir.Bu öğretmenlere gönüllülük esası doğrultusunda anket uygulanmıştır. Ortaokullarda görev yapan 565 (Beş yüz altmış beş)öğretmen gönüllü olarak araştırmaya katılmış ve çalışmanın örnekleminde yer almıştır. Müstakil müdürlüğü bulunmayan okullar araştırmaya dahil edilmemiştir. Araştırmada veri toplama amacıyla okul müdürlerinin ders denetimi görevlerindeki yeterlilik düzeyleri konusunda Göktaş (2008) tarafından geliştirilen, Gülşen ve Alagöz (2016) tarafından uyarlanan“Okul müdürünün ders denetimine ilişkin yetkinlik/yeterlik düzeyi”isimli anket, araştırmacı tarafından MEB (2011) Öğretmen Denetim Rehberi esas alınarak yeniden uyarlanarak kullanılmıştır.Geliştirilen anketin geçerlik ve güvenirlik çalışması için öncelikle uzman görüşüne sunulmuş daha sonra pilot uygulamalar yapılmıştır. Elde edilen veriler ışığında veri toplama araçlarına son şekli verilmiştir.Araştırmacı tarafından geliştirilen“Okul Müdürünün Denetim Yetkinliği”isimli anket 25 madde ve dört boyuttan oluşmaktadır ve beşli Likert tipindedir.Cronbach alfa katsayısı anket geneli olarak 0.973olarak bulunmuştur. Anket formları belirlenen örnekleme uygulanarak araştırma verileri elde edilmiştir. Elde edilen anket formlarının verileri SPSS paket programıyla analizi yapılarak yorumlanmıştır. Verilerin incelenmesinde değişkenin normal dağılım göstermediği için parametrik olmayan Mann-Whitney U ve Kruskal-Wallis analizleri uygulanmıştır. Yapılan betimsel analiz sonucunda katılımcı okul öğretmenlerine göre okul müdürlerinin denetim yeterlilikleri yüksek çıkmıştır. Okul müdürlerinin denetim yeterlilikleri katılımcı okul öğretmenlerinin cinsiyetlerine göre anlamlı bir şekilde farklılaşmadığı bulunmuştur. Okul müdürlerinin denetim yeterlilikleri katılımcı öğretmenlerin kıdemlerine göre anlamlı bir şekilde farklılaştığı bulunmuştur. Yapılan ikili karşılaştırma testinde kıdemi 16-20 yıl arası olan öğretmenlere göre okul müdürlerinin denetim yetkinlikleri mesleki kıdemi 11-15 yıl arası ve 21 yıldan fazla olan öğretmenlere göre daha azdır. Okul müdürünün denetim yeterlilik düzeyi katılımcı öğretmenlerin eğitim durumlarına göre anlamlı bir şekilde farklılaşmadığı görülmüştür. Okul müdürünün denetim yeterlilik düzeyi katılımcı öğretmenlerin okul türüne göre anlamlı bulunmuştur. Özel okulda görev yapan öğretmenlere göre daha yüksektir. Çalışmanın sonuçları doğrultusunda ortaokul müdürlerinin denetmenlik görevlerindeki yeterlilik düzeylerinin yüksek olduğu sonucuna ulaşılmıştır. Daha önce maarif müfettişlerinin yaptıkları denetimin kaldırılarak bu işin okul müdürlerine verilmesinin isabetli olduğu düşünülmektedir.

The aim of this study is to determine the qualification levels of school principals in the course supervisory duties according to the teachers' views and to examine the opinions of the teachers abou ttheadequacy levels of their school principals in the course supervisory tasks in terms of various variables. Since it is difficult to reach all the teachers in the universe because of using economic resources and time efficiently, a neutral sample representing the universe has been taken. In order to represent the universe of this research, in the 2017-2018 academic year, there are 96 secondary schools in Antalya, Muratpaşa, Konyaaltı, Kemer, Aksu and Korkuteli and teachers working in these schools. The sample is the teachers who work in 24 secondary schools selected by the stratified sampling system. A questionnaire was applied to these teachers on the basis of volunteerism. 565 (five hundred and sixty-five) teachers working in secondary schools participated in the study voluntarily and were included in the study sample. Schools which do not have an independent directorate are not included in the study. The questionnaire, which was developed by Göktaş (2008) and adapted by Gülşen and Alagöz (2016), was used by theresearcher in order to collect data for the purpose of collecting data in the course of the research. For the validity and reliability study of the developed questionnaire, firstly pilot applications were made and then expert opinions were made. The data collection tools were finalized in the light of the data obtained. The survey named ır supervisory competence of the school principal ed developed by the researcher consists of 25 items and four dimensions and is in five-point Likerttype. The Cronbach alpha coefficient was found to be 0.973 in general. Research data were obtained by applying the questionnaire forms. The data of the questionnaires were analyzed by using SPSS package program. In the analysis of the data, non-parametric Mann-Whitney U and Kruskal-Wallis analyzes were performed because the variable did not show normal distribution. As a result of the descriptive analysis, the school principals have high audit capabilities according to the participant school teachers. It was found that school principals did not differ significantly according to their gender. It was found that the supervisory competencies of school principals differed significantly according to the seniority of the participant teachers. In the paired comparison test, according to the teachers having a seniority of 16-20 years, the supervisory competencies of school principals are less than the vocational seniority between 11-15 years andteachers who are more than 21 years. The supervisor competence level of the school principal did not differ significantly according to the education level of the participants. The supervisory proficiency level of the school principal was found to be meaningful according to the type of school participant teachers. It is higher than the teachers working in private schools. Ccording to the results of the study, it was concluded that the level of proficiency of supervisors of secondary schools was high. It is thought that it is appropriate to remove the control of the education inspectors before and give this to the school principals.
