Özet
Bu çalışmada, Türkiye eğitim tarihinde lise öğretmeni yetiştirme üzerinde önemli bir model olan İstanbul Yüksek Öğretmen Okulunun teşkilat, idari, eğitim-öğretim yapısının ortaya konulması amaçlanmıştır. Çalışmada, Osmanlı Arşivi, Cumhuriyet Arşivi, Yüksek Öğretmen Okulu Arşivi ve ilgili kanun ve yönetmelikler kullanılarak doküman analizi yapılmıştır. Yapılmış olan analizler sonucunda, Yüksek Öğretmen Okulunun tarihsel sürecinde geçirmiş olduğu evreler: kuruluşu ve gelişmesi, Okulun yapısındaki değişimler, program değişimleri, yaşanan problemler ve başarıları ortaya koyulmuştur. Yüksek Öğretmen Okulu, Osmanlı'dan gelen Dârülmuallimîn geleneğini sürdürerek alan derslerinin Üniversitede, meslek derslerinin Okulda verilmiş olduğu Fransa örnekli bir model olarak Türkiye'de lise öğretmeni yetiştirmiş olan bir kurumdur. 1924 senesinde, Yüksek Muallim Mektebi adıyla açılmış olan Okul, 1978 senesinde öğrenci alınmaması yönünde verilen bir karar ile birlikte kapatılma sürecine girmiştir. Okulu tarihi sürecinde iki döneme ayırmak mümkündür. Yüksek Öğretmen Okuluna, 1964 senesine kadar sadece lise mezunu şartını taşıyan öğrenciler alınmıştır. Bu tarihten itibaren ise daha çok ilk öğretmen okulu son sınıf öğrencilerinden başarılı olanlar ve kısmen de lise mezunu olup üniversiteye yerleşenler arasından seçim yapılmıştır. Yüksek Öğretmen Okulu öğrencileri genelde fen-edebiyat fakültelerine gönderilmiştir. Alan derslerini üniversitede alan öğrenciler Yüksek Öğretmen Okulunda eğitim psikolojisi, eğitim sosyolojisi, genel öğretim metodu, maârif teşkilatı ve idare dersi olmak üzere çeşitli meslek dersleri görmüşlerdir. Dört yıllık ve yatılı bir okul olan Yüksek Öğretmen Okulunun son senesi, staja ayrılmıştır. Öğrencilerin her türlü ihtiyaçları devlet tarafından karşılanmıştır. Yüksek Öğretmen Okulu mezunları çoğunlukla liselerde ve üniversitelerde görev yapmışlardır.

The present study aims to investigate the organizational, administrative and academic structure of Istanbul Higher Teacher Training School (İstanbul Yüksek Öğretmen Okulu), an important model in training high school teachers in Turkey's history education. In the study, document analyses were performed using the Ottoman archives, the Republican archives, the archives of the Higher Teacher Training School and the relevant laws and regulations. As a result of the analyses, the stages of the Higher Teacher Training School in the historical process: establishment and development, the changes in the structure of the School, program changes, problems experienced and achievements of the School were revealed. The Higher Teacher Training School, while preserving the traditions of Dârülmuallimîn (Male Teacher Training School) from the Ottoman era, was an institution that trained high school teachers in Turkey and that the subject area courses were taught at the University and the professional courses were taught at the School just like the model in France. The School that was opened in 1924 under the name of the Higher Teacher Training School (Yüksek Muallim Mektebi) entered a process of closure in 1978 with the decision not to enroll students. It is possible to analyze the school into two periods: The Higher Teacher Training School only admitted the students, until 1964, who had graduated from high school. From this date on, mostly the final grade students who were successful in the primary teacher school and partially high school graduates who got a place a university were admitted. The students of the Higher Teacher Training School were sent to study at the Faculties of Science and Literature. The students who took the subject courses at the university took a number of professional courses at the the Higher Teacher Training School such as educational psychology, educational sociology, general teaching methods, and educational organization and management. The last year of the the Higher Teacher Training School, a four-year and boarding school, was assigned for internship. All the needs of the students were met by the State. The graduates of the the Higher Teacher Training School were mostly employed at high schools and universities.
