SUMMARY PERFORMANCE MANAGEMENT SYSTEMS There are incredible tecnological innovations being experienced in the last decades. Being able to follow these innovations is the goal of the ali managers. This primary goal is based on increasing the productivity, which is a performance evaluation. For most of us, the effective use of sources may mean the development of the technology and of the company itself. But the systematic development of employees in ali manners generally contributes more to increase in total productivity. Today's contemporary companies, leaving behind usual classical measurement systems, began using performance management as an understanding of the management. Performance management is an understanding of the management developed, applied to the planning and inspection functions of the management in the frame of the broader boundaries and the developments of performance concept. in this understanding, the missions of the management may be summarized as follows: 1.Spreading the common goal of organization and the special goals of subsystems to the entire company 2.Establishing a communication system that supplies the knovrledge flowing f rom up t o dovm and dovm to up in the organization 3.Developing the performance of the managed units continuously, and applying a performance measu¬ rement and inspection systems for entire company ör jüst desired units to achive this goal These missions are realized in the concept of plannig, orientation and control functions in the performance management as in the missions of classical management. But, new management approaches to these function should be formed since the development of performance carries an importance to execute these missions. xivThese characteristics show how performance management systems play an important role in the achievements of the organization. This study, where the performance management system is essential topic, deals with the topics about system, the importance of measurement and evaluation, soe of the examples of measurements and evaluation, and increasing the productivity. Some definitions of the performance concept are given in second Chapter and the following seven performance dimensions are explained: - Effectiveness - Activity - Productivity - Quality - Innovation - Quality of labor life - Profitableness Thirth Chapter deals with performance management and the explanation of the performance planning and the performance management system concepts. Also, the importance of performance management systems is stressed for organizations, and the functioning of performance management systems is indicated. Measurement and evaluation, an important part of the performance management system, are mentioned in Chapter 4. They have important roles in the organization as follows: 1. Establisment of the understanding of performance and productivity in the organization for its continuity. 2. Development of the control of the performance management. 3. Increasing the management's ability of planning. 4. Determination of the potential and existing problems of the management and their needed development areas. 5.
