Özet
Geçmişten günümüze insanlık tarihi büyük değişimler geçirmiştir. Bu değişim süreçlerinin her birinde varlığını koruyan teknoloji ise günümüz toplumunda en önemli ve en itici güç haline gelmiş bulunmaktadır. Teknolojiyi üreten ve onu en verimli şekilde kullanabilen ülkeler herkesin takip ettiği ülkeler konumunda yer almaktadır. Bugün bilgi ve iletişim sektöründeki hızlı gelişmeler ve küreselleşmenin artan gücü ile birlikte ekonomideki ticaret ilişkileri ve küresel ekonomik performans değişmiştir. Artık ekonomide büyüme olarak ifade edilen kavramlar somut olandan soyut olana doğru kaymaktadır. Eğitim, bilgi, enformasyon, yenilik ve araştırma ve geliştirme (Ar-Ge) gibi fiziki olmayan faktörlerin rolü ekonomik büyüme için yeni kaynak olarak ifade edilmektedir. Mevcut pazarda bilgi odaklı ekonomi revaçta olup ekonomik sorunların giderilmesinde ve daha iyi bir ekonomik performansı elde etmede bilgi ekonomisi, vazgeçilmez bir konumda yer almaktadır. Bu çalışmanın amacı, bilimsel ve teknolojik performansın GSYİH deki etkisini 21 OECD ülkesinde, bu ülkelerin 2003-2016 yılları arasındaki verilerini kullanarak panel veri analizi ile ölçmektir. Analiz sonucunda bilimsel ve teknolojik performansın somutlaştırılmasında kullanılan GSYİH harcamalarından Ar-Ge harcamaları, yenilik yapmak için başvurulan patent sayıları ile GSYİH arasında uzun süreli bir ilişki olduğu ve bu ilişkinin yönünün de patent başvurularının GSYİH'nın sebebi ve GSYİH'nın da Ar-Ge harcamalarının sebebi olacak şekilde gerçekleştiği ölçülmüştür.

From the past to the present, the history of humanity has undergone great changes. The technology that maintains its existence in each of these processes has become the most important and the most driving force in today's society. Countries that produce the technology and use it in the most efficient way today is the country is followed by everyone. Together with the rapid developments in the information and communication sector and the growing power of globalization, trade relations in the economy and global economic performance have changed. The concepts that are now expressed as growth in the economy are shifting from concrete to abstract. The role of non-physical factors such as education, knowledge, information, innovation and research and development (R&D) is expressed as the new resource for economic growth. The knowledge-oriented economy in the current market is popular and is indispensable in eliminating economic problems and achieving better economic performance. The aim of this study is to measure the effect of scientific and technological performance on GDP by using panel data analysis in 21 OECD countries between 2003 and 2016. As a result of the analysis, R&D expenditures used in the concretization of scientific and technological performance, the number of patents applied for innovation and a long-term relationship between GDP and the direction of this relationship were measured as the cause of patent applications to GDP and the cause of GDP to R&D expenditures.
