This study focuses on two questions. (1) To what extent and how has Open Source Software/Free Software (OSS/FS) the potential to bridge the Digital Divide? (2) What is Turkey‟s current position in the concept of OSS/FS? OSS/FS has interlink and interdependent benefits; technological benefits, economical benefits, adaptation technology, construction of local capacity, and shifting of paradigm and reaching dimensions of the innovative society. These benefits have influence upon efforts of bridging the digital divide somehow and to some extent. The evidence indicates that in general, in Turkey there are significant Turkish OSS/FS products, double-digit growth software industry and strong OSS/FS communities. However, Turkey has not achieved OSS/FS benefits yet due mainly to lack of centre government support/interest, insufficient educational opportunities and vendor lock-in issue.
