Özet
Bu çalışma, farklı bileşenlere sahip kolektif bir yerel yönetimler perspektifin şahsına münhasır pratiğinin bir örneğini oluşturan Nusaybin'de, somut pratikler ve sonuçlar alanını da kapsayan kadınların kadınların belediyecilik deneyimine odaklanmaktadır. 2009-2016 yılları arasında Nusaybin Belediyesinde politika üreten ve bunları hayata geçirebilecek konumda bulunan kadınların kendi deneyimlerini nasıl anlamlandırdıkları ve anlattıkları incelenmektedir.“Kadın belediyeciliği”tanımıyla çerçevelenen belediyenin nasıl bir örgütlenme biçimi olduğu ve bu örgütlenme biçimi ile kadınların politika deneyimleri arasında ne türden etkileşimler bulunduğunu ve oluştuğunu tartışmayı hedeflemektedir. Alan araştırması olarak tasarlanan çalışma, belediye başkanı ve belediye meclis üyesi kadınlar ile belediyenin yerel kadın programlarına yönelik faaliyet, hizmet ve projelerinde yönetici/çalışan-gönüllü/kullanıcı-yararlanıcı olan kadınları kapsamaktadır. Bu doğrultuda oluşturulan iki kategoriye yönelik yarı yapılandırılmış iki farklı soru formu üzerinden derinlemesine görüşmeler yapılmıştır. Bununla birlikte belediyenin 2010-2014 ile 2015-2019 stratejik planları, 2009-2014 dönemini kapsayan faaliyet raporları ve yine bu dönemi kapsayan basın bültenleri ile çeşitli raporları incelenmiştir. Yapılan saha çalışmasın ardından belirtilmesi gereken iki meseleden biri 2000'li yıllarla birlikte kadın hareketi ile siyasal partilerin koalisyonunda yeni bir yerel siyasal formun ortaya çıkmaya başlamasıdır. Diğeri ise yerel yönetimlerin/siyasetin yalnızca toplumsal cinsiyet gereksinimlerinin karşılanmasının bir düzeyi olarak değil, aynı zamanda kadın öznelliği, kadınların mücadele alanlarından biri olarak da işlevsel olduğudur.

This study focuses on the experience of the municipality of women, including the field of concrete practices and outcomes, through the Nusaybin case. It aims to discuss the way the municipality is organized and the relations between this form of organization and women's political experiences.Keeping in mind that local administrations/politics- as an elements of construction and implementation- is a unique and critical area for women in terms of both the quality of urban/local services and policy representation, it is important to examine the boundaries and frames of local managerial structures and practices which is mostly known as“women's municipality”. The study which is designed as field research, covers women who develop policy as mayor and alderman and women who are managers / employees - volunteers / users - beneficiaries in the activities, services and projects of the municipality.In this respect, in-depth interviews are conducted with two semi-structured questionnaires for two categories.In addition, the 2010-2014 and 2015-2019 strategic plans of the municipality, the activity reports covering the period 2009-2014 and various press releases covering this period and various reports are examined. In the analysis of the study based on written materials, interviews and field observations, discussions clustered around local administrations in the light of gender perspective within the literature of urban and gender studies are examined. Unlike the general tendency in Turkey, local administration perspective in Nusaybin has various unique characteristic in terms of local women programme and presence of women in local administrations. These dynamics which have triggered the emergence of women as political actors on the axis of municipalities is mapped on the basis ofwomen's representation policy of local political parties, independent women's organization/women's movement and political identity of the city since 1999. One of the two critical issues to be mentioned as a result of field study is that local political forms have been emerged in the coalition of the women's movement and political parties since 2000s.The other is that not only as a level of fulfilment of the gender needs of local governments/politics, but also the subjectivity of women have functioned as an area of struggle for women.
