Özet
Cuma hutbeleri Türkiye'de yaklaşık yirmi iki milyon Müslümana hitap etme fırsatı sunmaktadır. Hutbelerde İslam'ın iman, ibadet ve ahlakla ilgili ilkelerinden, ülke gündemini meşgul eden toplumsal problemlere kadar milli ve manevi pek çok konu işlenmektedir. Hutbeler içerisinde önemli miktarda ayet kullanıldığı da bilinmektedir. Hutbede verilen mesajın doğru anlaşılabilmesi için konuya uygun olan ayetlerin seçilmesi ve bu ayetlerin sahih bir yöntemle tefsir edilmesi gerekmektedir. Bu düşünceden hareketle başlanılan çalışmanın birinci bölümünde hutbenin tanımı, hükmü ve önemi hakkında genel bilgiler verildikten sonra hutbenin Hz. Peygamber'den (SAV) günümüze kadar olan tarihi seyrine değinilmiştir. Geçen bu süreç içerisinde hutbelerin irşad fonksiyonunu yavaş yavaş kaybettiği görülmüştür. Yalnızca siyasi yönüne verilen önem neticesinde hutbelerin artık halkın anlayamayacağı şekilde tekrar edilen Arapça metinler haline dönüştüğü tespit edilmiştir. Osmanlı'nın son dönemlerinde başlayıp Cumhuriyet sonrasında da devam eden bazı ıslah girişimleriyle birlikte hutbeler önemli ölçüde aslına döndürülmüştür. Artık günümüzde hutbelerin hazırlanması ve okutulması konusunda yetkili olan kurum Diyanet İşleri Başkanlığıdır. Çalışmanın ikinci bölümünde ise 2017 yılında yayımlanan cuma hutbeleri konularına göre tasnif edilerek tefsir ilmi açısından tahlile tabi tutulmuştur. Ayetlere verilen meallerin ve yapılan yorumların tefsir kaynaklarında geçen bilgilerle karşılaştırılması suretiyle hutbelerin tefsir ilmi içerisindeki yeri tespit edilmeye çalışılmıştır. Sonuç olarak hutbelerde iman, ibadet ve ahlaki erdemlerin yanında eğitim, aile, ticaret ve sosyal hayat gibi konulara da yer verildiği görülmüştür. Konuyla ilgili ayetlerin kullanılmasının yanında hutbelerin gündemi yakalama konusunda gayet başarılı olduğu anlaşılmıştır. Ancak bazı hutbelerde yetersiz sayıda veya bağlamının dışında ayetlerin kullanıldığı da tespit edilmiştir.

Friday sermons offer the opportunity to address about twenty million Muslims in Turkey. In the sermon, many national and spiritual issues are covered, ranging from the principles of faith, worship and morality of Islam to the social problems that occupy the country's agenda. It is known that a significant number of verses are used in the sermon scriptures. In order to understand correclty the message given in the sermon, the appropriate verses should be selected and these verses should be interpreted in a genuine way. With this idea, In the first part of the study, after giving general information about definition, provision and importance of sermon, It is mentioned that it is in the course of sermons history which is from the Prophet Muhammed until today. During this period, it has been observed that sermons gradually lost their true path function. As a result of the importance given only to the political aspect, it has been determined that sermons have been transformed into Arabic texts that cannot be understood by the public anymore. The sermons have been reverted to a great extent with some refit attempts that started in the late Ottoman period and continued after the Republic. Nowadays, the authority responsible for preparing and teaching sermons is the Presidency of Religious Affairs. In the second part of this study, Friday sermons published in 2017 have been classified according to their subjects and analyzed in terms of exegesis. It has been tried to determine the place of sermons in the science of tafsir by comparing the interpretations given to the verses and the interpretations with the information in the commentary sources. As a result, it was observed that the sermons include issues such as education, family, commerce and social life as well as faith, worship and moral virtues. In addition to the use of verses on the subject, sermons were found to be very successful in capturing the agenda. However, in some sermons, it was also detected that verses were used inadequate or out of context.
