Özet
Tüm dünya bugün vatandaşın günlük yaşamında yaşadığı sorunları mercek altına almakta ve hayatını kolaylaştırma yolunda e-Devlet çalışmalarına odaklanmış ve bu konuda çalışmalara başlamıştır. e-Avrupa çalışmaları olsun, ABD'nin e-Devlet çalışmaları olsun, Dubai, Ürdün, Kanada gibi pek çok ülkenin çalışmaları bu yönde başlatılmıştır. Devletin kaynak kullanımının verimliliğinin artırılması, vatandaşın önüne tek ve koordine bir devlet organizasyonu sunulması ve devletin hizmet modernizasyonu için tüm gelişmiş dünya ülkeleri çalışmalarına hız vermiştir. e-Devlet, vatandaşlara devlet tarafından verilen hizmetlerin elektronik ortamda sunulması demektir. Bu sayede devlet hizmetlerinin vatandaşa en kolay ve en etkin bir biçimde, kaliteli, hızlı, kesintisiz ve güvenli ulaştırılması sağlanacaktır. Bürokratik ve klasik devlet kavramının yerini alan e-devlet anlayışı, her kurum ve bireyin bilgi teknolojilerini kullanan sistemler ile devlete ulaşmasını hedeflemektedir. Eğitim ve öğretim dünyamızda e-Devlet projeleri kapsamında nasibini almakta ve Milli Eğitim Bakanlığı olarak birçok bilişim projesi hayat bulmaktadır. Bu projeler sayesinde vatandaşlarımızın hak ettiği yaşam standartları hedeflenmektedir. Bu projelerle gelinmek istenen nokta; bilgi ve iletişim teknolojilerinin de kullanılmasıyla daha şeffaf, güvenli, verimli, vatandaşa yakın ve ucuz bir yolla tüm hizmetlerin verilmesidir.

The whole world is now focusing on the problems experienced by the citizen in his / her daily life and focused on e-Government studies to facilitate his / her life and started to work on this issue. Many countries, such as Dubai, Jordan and Canada, have been initiated in this direction, whether it is e-European studies or US e-Government studies. It has accelerated the efforts of all developed world countries to increase the efficiency of the use of state resources, to present a single and coordinated state organization before the citizen and to modernize the service of the state. e-Government means that the services provided by the state to citizens are provided electronically. In this way, the state services to the citizens in the easiest and most effective way, quality, fast, uninterrupted and secure delivery will be provided. The concept of e-government, which replaces the concept of bureaucratic and classical state, aims to ensure that every institution and individual reaches the state through systems that use information technologies. In the world of education and training, e-Government projects have its share and as the Ministry of Education, many IT projects come to life. Thanks to these projects, the living standards deserved by our citizens are targeted. The point to be reached with these projects is; It is the provision of all services in a more transparent, secure, efficient, close to citizen and cheap way through the use of information and communication technologies.
