Özet
Günümüz insanoğlunun tercihi kentsel alanlardan yanadır. Kentleşme beklentilerine bakıldığında sürecin böyle ilerlemesi elzemdir. Fakat artan nüfus ile yoğunluğun kentlerde birikmesi birtakım sorunlara yol açmaktadır. Bu sorunlara kamusal mal ve hizmet sunumları ve alternatif sunum yöntemleri de dahildir. Bu bağlamda teknolojiden faydalanarak sınırlı kaynakların etkin, alternatif sunumlarının da daha verimli olması beklenilmektedir. Bu sebeple devlet yönetimlerinin dikkatini çeken kamu özel ortaklık ve akıllı şehir konuları önemlilik arz etmektedir. Bu çalışmada kamusal mal hizmet sunumunda tamamlayıcı bir unsur olduğu düşünülen kamu özel ortaklık ve akıllı şehir konusu işlenmiştir. Kamusal mal ve hizmet arzında önemli bir finansman modeli olan kamu özel ortaklık yapısı ve bağlantılı olduğu kabul edilen akıllı şehir yapılanmalarına dünya ve Türkiye uygulamalarıyla açıklık getirilmiştir. Nitel bir araştırma yöntemiyle oluşturulan çalışmanın tercih sebebi olarak son yıllarda arama motorunda dahil olmak üzere birçok uluslararası çalışmada ilgi yoğunluğunun artmış olduğu gerçeğidir. Çalışma üzerine gerçekleştirilen bakanlık, belediye, uzman ziyaretleri neticesinde ortak akıl ürünü olan bu çalışma sonucunda, kamusal mal ve hizmet sunumları açısından mühim olan kamu özel ortaklık modelinin yasal çerçeve olarak Türkiye'de henüz olgunlaşmadığı fakat akıllı şehirlerin oluşturulması için izlenilmesi muhtemel bir yol olduğu lakin modelin revize edilerek dönüşüme dahil edilmesi gerekliliği ve ayrıca yöntemin akıllı şehir süreçlerini hızlandıracağı ve belediyeler üzerindeki finansman yükünü hafifleterek problemlerin çözümü noktasında konunun da amacı olan daha yaşanabilir şehirlerin kurulmasına katkı sağlayacağı görüşüne ulaşılmıştır.

Today, the preference of human beings is in favor of urban areas and when the expectations of urbanization are considered, it is essential that the process proceed like this. However, the increasing population and the accumulation of human density in the cities cause some problems. These problems include the provision of public goods and services and alternative delivery methods. In this context, it is expected that limited resources will be effective and alternative presentations will be more efficient by using technology. Therefore, public-private partnership and smart city issues the attract the attention of the state administrations are important. In this study, the issue of public private partnership and smart city which is thought to be a complementary element in the provision of public goods services are discussed. Public private partnership structure, which is an important financing model in public and service supply and smart city structures that are considered to be linked are introduced with the applications from the world and Turkey. The reason of preference of the study which is formed by a qualitative research method is the fact is that the intensity of interest has increased in many international studies, including search engine in recent years. As a result of this study, which is the product of the common mind as a result of the visits to the ministries, municipalities and experts, it is determined that public-private partnership model which is important in terms of public goods and service delivery is immature as a legal framework in Turkey, that it is a possible way to follow for the creation of smart cities, but there is a need to revise and incorporate the model into the transformation, and that the method will accelerate smart city processes and reduce the financial burden on the municipalities and contribute to the establishment of more livable cities which are also aimed at solving problems.
