Özet

Son yıllarda tüm dünyada artan sayıda ve şidette görülen doğal afetler önemli can ve mal kaybına yol açmakta, yerel ve küresel düzeyde ekonomik ve sosyal koşulları olumsuz etkilemekte, sürdürülebilir kalkınma hedeflerine ulaşılması çabalarını sekteye uğratmaktadır. Gerek doğal afetlerde çoğu zaman hayatını kaybedenlerin çoğunluğunun kadın ve kız çocukları olması, gerek kadınların afet yönetimi sürecinde ortaya koydukları beceri ve katkılar, afet yönetiminin tüm aşamalarına (afete hazırlık, müdahale, iyileşme) toplumsal cinsiyet merceğinden yaklaşılmasını önemli kılmaktadır. Bu düşünceden hareketle geçmişte büyük çaplı afetlere maruz kalan Türkiye ve Japonya özelinde kadınların afet deneyimlerinin analiz edilmesinin yararlı olacağı düşünülmüştur. Anılan iki ülkede bizzat afet deneyimi yaşamış kadınlarla ve bu alanda faaliyet gösteren STK temsilcileriyle derinlemesine görüşmeler yapılarak tecrübelerinin ortaya konulması, doğal afetlere kadınların perspektifinden bakılması amaçlanmıştır. Böylelikle, kadınların afetlerden nasıl etkilendikleri ve afet yönetimi sürecinde ne tür katkılarda bulunduklarının Türkiye ve Japonya bağlamında incelenmesi suretiyle afet yönetimine toplumsal cinsiyet perspektifinin dahil edilerek afetlerle mücadelenin daha etkin kılınması çabalarına katkıda bulunulması hedeflenmiştir.

During the last years the increase of the number and intensity of natural disasters have resulted in big losses both human and material and adversely affected efforts toward achieving sustainable development goals. Due to the fact that in most disasters, the majority of those who have lost their lives are women and girls and at the same time women display a special ability and resilience during the disaster management process, it is important to approach all phases of disaster management from a gender perspective. Today, the concept of“disaster risk reduction”has gained prominence in disaster management efforts thereby prioritising vulnerability and resilience and placing a special focus on gender. This has been the starting point of this thesis. With these considerations it was deemed useful to analyse the disaster experiences of women in two countries, namely Turkey and Japan, which in the past years have experienced large scale natural disasters. With this purpose, in depth interviews have been carried out with women who have lived through disasters as well as with NGO's which work in this field. The aim was to look at the natural disasters from the perspectives of women. The purpose of this study is to analyse how women were affected from natural disasters and how they contributed to the disaster management process within the context of Turkey and Japan and thus to try to contribute to the work on how to render disaster management more efficient by integrating a more gender sensitive approach
