Özet
Geçmişten günümüze sosyal yaşamın gerekliliğinden ötürü ortaya çıkan sosyal yaşam alanlarının, her geçen gün gelişerek ve hızla çoğaldığı görülmektedir. Sosyal tesislerin, kentin ve kentlinin gelişmesinde etkili olduğu açıktır. Bireylerin toplu halde bulunduğu, eğitim, eğlence, spor gibi birçok aktivitenin yer aldığı sosyal tesis yapılarının, ihtiyaçları karşılıyor olması önemlidir. Bu doğrultuda sosyal tesislerin yer seçimi, tasarım ve malzeme karalarının doğru yapılması, yapım ve kullanım süreçlerindeki sorunların ve kamu kaynaklarının yanlış kullanımının ortaya çıkmasını engelleyeceği düşünülmektedir. Sosyal tesis tasarımlarında; yer seçimi, tasarım ve malzemeye dikkat edilmesi önemli görülmektedir. Bu tezde; farklı işlevleri barındıran, farklı yerlerde ve farklı kullanıcı profiline sahip sosyal tesisler karşılaştırılarak, zayıf ve güçlü yönlerinin belirlenmesi amaçlanmıştır. Bu doğrultuda yapılan alan çalışmasında; Kayseri'de yerel yönetimlerce yapılmış 18 ayrı sosyal tesisin mevcut durumları üzerinden yapılan gözlem ve tespitler sonucunda bulgular elde edilmiştir. İncelenen sosyal tesislerde gerek konum, gerek fonksiyon ve gerekse de malzeme seçimlerinde yaşanan sorunlar belirlenmeye çalışılmıştır. Bu doğrultuda sosyal tesislerin kullanıcı gereksinimine ne ölçüde karşıladığı araştırılarak yerel yönetimlerin sosyal tesis ile ilgili tüm seçimlerine yön verecek tasarım, yapım aşamalarındaki kriterler üzerinden öneriler geliştirilmiştir. Öneriler doğrultusunda, her geçen gün daha fazla ihtiyaç duyulan sosyal tesis yapılarının tasarımında, yerel yönetim yetkililerine ve tasarımcılara yol gösterici olması ve alana katkı sağlaması amaçlanmaktadır.

It is observed that the social living spaces that have emerged due to the necessity of social life from the past to the present day, are increasing day by day and increasing rapidly. It is obvious that social facilities are effective in the development o the city and the citizen. It is important that the social facility structures where people do activties collectively such as education, entertainment, and sports they meet the needs. Accordingly, it is thought that the location of the social facilities, the correct design and material decisions, the problems in the construction and usage processes and the misuse of the public resources will not occor. In social facility designs; location selection design and material are very important. In this thesis; It is aimed that finding out weak and strong aspects by comparing social facilities that have different function, different locations and different user profiles. In the field of the study conducted in this direction; findings were ontained as a result of the observations and determinations made over the current situation of 18 different social facilities built by municipalities in Kayseri, findings were obtained. In the social facilities examined, the problems encountered in the selection of location, function and material were tried to be determined. In this regard, the extention to which the social facilities meet the user needs has been explored and suggestions have been developed based on the criteria that will guide all the choices of the municipalities regarding the social facility, and the criteria under construction. In line with the suggestions, it is aimed to guide local government officials and designers and contribute to the design of social facility structures that are needed more and more every day.
