III ÖZET YÜKSEK LİSANS TEZİ PROF. DR. MÜMTAZ TURHAN VE E?İTİMLE İLGİLİ FİKİRLERİ Sırrı SA?LAM DANIŞMAN: Yrd. Doç. Selami SÖNMEZ 1997 Sayfa: 156 Jüri: Yapmış olduğumuz araştırmanın amacı: Türk Bilim ve fikir hayatına katkısı olan Prof. Dr. Mümtaz Turhan'ın Eğitim -Öğretimle ilgili, fikirlerini açıklamak ve Türk Milli Eğitim Sistemindeki yerini ve önemini belirlemeye yardımcı olmaktır. Turhan'ın hayatı, eserleri, düşünceleriyle sınırlandırılmıştır. Bu araştırmada literatür tarama, mülakat, inceleme -özetleme teknikleri ile soru-cevap yazılı anlatım ve dokümantasyon yöntemleri kullanılmıştır. Mümtaz Turhan Osmanlı'nın son dönemini, ülkenin işgalini ve Kurtuluş Savaşı'nı yaşamış bu nedenle de çalışmaları, vatanın ve milletin maddi ve manevi olarak geliştirilmesi yönünde yoğunlaşmıştır. Turhan'ın içtimai alanla ilgili düşüncelerinde: Kültür ve kültürleme olaylarını, medeniyet ve ilim zihniyetinin oluşumunu. Millileşmeyi, ilmin algılanmasını, uygulamadaki yen ve önemini, ülkenin geri kalmışlığının nedeninin, nasıl kalkınabileceğim Osmanlıdan itibaren son ikiyüzelli yıllık tanhi sürecide inceleyerek düşüncelerini açıklamıştır. Turhan çözüm önerilerinde: Batıdaki ilim zihniyetinin taklitten ziyade, kendi inançlarımızla bütünleşen gerçek yönleriyle alınması gerektiğini, birinci sınıf bilim adamlarının yetiştirilmesini, bilim adamlarıyla halkın barıştırılması gerektiğini savunmaktadır. Turhan elit kavramını, elitlerin yetiştirilmesini ele alarak tüm ülkede bilim zihniyetinin oluşacağını ifade etmektedir. Bütün bunların Turhan'a göre Milli Eğitim Politikalarıyla gerçekleşebilir. Milli Eğitim politikasının merkezine, üniversitelerin alınması düşüncesidir. Çünkü ülkelerin kalkınmışlığını üniversitelerin başarısıyla eşdeğer tutmaktadır. Eğitimle ilgili düşünceleri yönünde, daha öncede Emrullah Efendi, Prens Sabahaddin, Ziya Gökalp'da görüşler beyan etmişlerdir. Öncelikle ülke genelindeki elitleri belirleyerek bunları dünyanın en iyi üniversitelerinde planlı ve kontrollü bir şekilde yetiştirilerek ülkedeki üniversitelerin bünyelerinde araştırma enstitülerinde değerlendirmelerini savunur. Bu beyin gücüyle ülke kaynaklarının en iyi şekilde değerlendirilebileceğini savunur. İnsanlarımızı ilgileri, istidatları ve kabiliyetleri doğrultusunda yetiştirmeyi hedefler. Eğitim öğretim sürecinde öğrenci}! merkeze alır. Öğretmenin her yönüyle mükemmeliyetini savunur. Böylece ekonomik beşeri kaynaklan en iyi şekilde değerlendirerek ülkenin uzun vadeli kalkınmasını hedeflemektedir. Bu kalkınmanın merkezine ise Milli Eğitim sistemi içerisinde bulunan, üniversitelerden yetişen kaliteli öğretmenlerin alınması gerektiği savunulmaktadır.

Dr. Selami SÖNMEZ 1997 Pages: 156 % Jury: The aim of the research that I have studied is to explain the educational and instructive opinions of Mümtaz Turhan, being in the service of the Turkish science's and of the idea's process, and to partake of the determination of his importance and status in the Turkish National Educational system. Our research, about Mümtaz Turhan, is limited by his life, his opinions, and his works. In this research, one we have used literary scanning, the interview, examination and the summary technique together the question-answer, the written expression and the document method. Mümtaz Turhan, who is a man of science, experienced tho last Ottoman's period, the occupation of the country, and the years of Turkish War of independence. By this reason, he condensed his works in the direction of the material, spiritual and physical development of the country and of the nation. In his social opinions, examining the process during the last 250 years from the Ottoman too. he put forth the cultural events, the formation of the cmlised and scientific mentality, the becoming nationalistic in tone, the perceptibility of the science, the status and the importance of the science, the reasons of the country's underdevelopment and his ways. In his suggestions of solution; Mumiaz Turhan defends to cultivate the man of science in the first class for country. According to Mümtaz Turhan, the science should be received, from west, convenient to his original aim sooner than his imitation. Besides, he desires that the man of science and the people should be reconciled. Mümtaz Turhan explains that the scientific mentality can be taken form, in the country, approaching the concept“elite”and the formation of elites. According to Mümtaz Turhan, those aims can be realised by educational politics. Mümtaz Turhan insists on which the university should be in the centre of the politic of national education. Because, he accepts existence of a big bond between the development of the country and the success of the university. Mr. Emrullah, prince Sebahattin, and Ziya Gökalp have claimed same opinions about education. First, determining the elites in general of the country. Mümtaz Turhan supports the valorisation of the elite in other universities of the world. He explains that the country's sources can be put in to use by this intelligence force. He aims to educate people through interest, intelligence and ability. The process is student-centred during education. The teacher is in all respects is perfect, he claims. In this way, he claims the development of the country in a long-term period by evaluating the economic and human sources. In the centre of this development, he desires the qualified teachers, educated at the universities and taking place in the National Education system.
