Özet

Bu araştırmada teknolojinin eğitim ortamlarına entegrasyonunda uygulayıcı ve rehber olan öğretmenlere verilen bilgi ve iletişim teknolojileri ile ilgili hizmet içi eğitimlerin öğretmen, yönetici, bilişim teknolojileri rehber öğretmeni ve eğitici görüşlerine göre değerlendirilmesi amaçlanmıştır. Eğitimde teknolojinin başarılı bir şekilde uygulanabilmesi, eğitim teknolojisi konusunda ayrılan kaynakların, insan gücünün ve zamanın etkin bir şekilde kullanılabilmesi için öğretmenlerin yapılan hizmet içi eğitimler ile birlikte bilgi ve iletişim teknolojilerini etkili bir şekilde uygulayabilmeleri ve kendilerini bu konuda yeterli hissedebilmeleri büyük önem taşımaktadır. Araştırmada nitel araştırma yöntemlerinden iç içe geçmiş tek durum deseni kullanılmıştır. Veriler yarı yapılandırılmış görüşme formları hazırlanarak yüz yüze görüşme tekniği ile toplanmıştır. Çalışma grubunu Kırklareli ilinde Millî Eğitim Bakanlığı'na bağlı ortaöğretim kurumlarında görev yapan, amaçlı örnekleme yöntemlerinden ölçüt örnekleme yöntemi kullanılarak belirlenen ve araştırmaya katılan 18 öğretmen, 5 yönetici, 6 bilişim teknolojileri rehber öğretmeni ve 3 eğitici oluşturmaktadır. Verilerin analizinde nitel veri analiz yöntemlerinden betimsel analiz yöntemi kullanılmıştır. Araştırma sonucunda bilgi iletişim teknolojileri ile ilgili hizmet içi eğitimlerin planlanması ile ilgili başlıca bulgular; eğitimlerin içeriklerinin öğretmenlerin ihtiyaçları ve bölgesel olanaklar düşünülerek planlamaların yapılması, öğretmenleri eğitimlere teşvik edici unsurların uygulanmasının eğitimlerin etkililiğini artıracağı yönündedir. Eğitimlerin uygulanmasında, eğitimlerin ara tatillerde ya da seminer dönemlerinde yapılması, gelen kursiyerlerin teknoloji konusunda yakın seviyelerde olması, uygulama ağırlıklı öğretim yöntemleri kullanılması, eğitimlerin teknoloji donanımı tam ve teknik altyapısı yeterli olan yerlerde yapılması, eğiticilerin donanımlı, uzman kişi olması gerektiği ve eğitimleri etkileyen en önemli faktörlerin eğitici, eğitimlere katılanlar, eğitimlerin yeri ve içerik olduğu bulgularına rastlanmıştır. Değerlendirme boyutunda, eğitimlerden sonra değerlendirme yapılması, öğretmenlerin bilgi ve iletişim teknolojilerini derslerinde kullanabilmeleri için içerikler ve kaynaklar sunulması, öğretmenlerin almış oldukları eğitimleri okullarına yansıtmaları, yöneticilerin teknoloji konusunda örnek olmakla beraber öğretmenleri bu konuda teşvik ve motive etmeleri, eğiticilerin de eğitimlerden sonra takip ve rehberlik etmeleri gerektiği ortaya çıkan başlıca bulgulardır. Bu araştırma bilgi ve iletişim teknolojileri ile ilgili hizmeti içi eğitimlerin öğretmen, yönetici, bilişim teknolojileri rehber öğretmeni ve eğitici görüşleri değerlendirilerek hazırlandığı için daha önce yapılan çalışmalardan farklılık göstermektedir. Eğitimde teknolojinin daha iyi kullanılabilmesi için bu konuda yapılan bilimsel çalışmalara farklı paydaş görüşleri ile katkı sağlayacaktır. Ayrıca araştırmanın bulguları gelecekte yapılacak eğitimlerin planlanması, uygulanması ve değerlendirilmesi konusunda fikir verebilir ve kullanılabilir.

In this study, it is aimed to evaluate the in-service trainings on information and communication technologies given to teachers who are practitioners and guides in the integration of technology into educational environments according to the opinions of teachers, administrators, information technologies guidance teachers and trainers. It is of great importance that teachers can apply information and communication technologies effectively and feel themselves in this regard together with in-service trainings in order to be able to apply technology successfully in education and to use the resources allocated for education technology, manpower and time effectively. In this research, a single state pattern, one of the qualitative research methods, is used. Data were collected through face-to-face interview technique by preparing semi-structured interview forms. The study group consists of 18 teachers, 5 administrators, 6 information technology guidance teachers and 3 trainers who work in secondary education institutions affiliated to the Ministry of National Education in Kırklareli province, determined using the criterion sampling method from the purposeful sampling methods and participated in the research. Descriptive analysis method, one of the qualitative data analysis methods, was used in the analysis of the data. As a result of the research, the main findings regarding the planning of inservice trainings on information and communication technologies; It is in the direction that the contents of the trainings are planned by considering the needs of the teachers and regional opportunities, and the implementation of the elements that encourage teachers to the trainings will increase the effectiveness of the trainings. In the implementation of the trainings, the trainings should be held during break holidays or seminar periods, the incoming trainees are close to technology, using applicationoriented teaching methods, the trainings should be held in places where the technology equipment is full and the technical infrastructure is sufficient, the trainers should be equipped, expert people and affect the trainings. It was found that the factors were educational, those attending the training, the place and content of the training. In the evaluation dimension, evaluating after the trainings, providing content and resources for teachers to use information and communication technologies in their lessons, reflecting the trainings they received to their schools, administrators are exemplary about technology, encouraging and motivating teachers in this regard, and following the trainers following and training are the main findings that emerged. This research differs from previous studies since it was prepared by evaluating the in-service trainings related to information and communication technologies by evaluating the opinions of teachers, administrators, information technology guidance teachers and trainers. In order to use technology better in education, it will contribute to scientific studies on this subject with different stakeholder views. In addition, the findings of the research can give an idea about the planning, implementation and evaluation of future trainings.
