Özet
II ÖZET Her insan topluluğu farklı türden güç ilişkisine sahiptir. Siyasal sistem kavramı kuvvet ilişkisi içinde tanımlanmaktadır. Hükümet sistemi ise siyasal sistemden farklı bir kavramdır. Hükümet sistemi devletin farklı işlevlerine denk gelen kuvvetler içersinde tanımlanmaktadır. Bu işlevler üç kısma ayrılmaktadır. Bunlar yürütme, yasama ve yargıdır. Demokratik ülkelerin çoğunda yargının bağımsızlığı kabul edilmektedir. Hükümet sistemi yasam ve yürütmenin ilişkisi ile biçimlenmektedir. Başkanlık sistemi, kuvvetler ayrılığına dayanan bir hükümet sistemidir. Parlamenter hükümet sisteminden ayrılan özelliği, yasama ve yürütme işlevlerinin farklı organlar tarafından yerine getirilmesidir. Başkanlık sisteminin kökleri, 17. yüzyıl düşüncesinde iktidarı sınırlandırma ve kuvvet ayrılığı teorilerindedir. Kuvvetler ayrılığı teorisini geliştiren düşünürler, iktidarı elinde bulunduranların keyfi güç kullanımının özgürlüklere ve insan haklarına zarar verebileceğine inanmışlardır. Onlara göre iktidarı iktidar ancak durdurabilir. Kuvvetler ayrılığına dayanan ilk hükümet sistemi Amerikan Anayasası ile oluşmuştur. Amerikan Başkanlık Sistemi federalizm, denetim ve dengeleme gibi unsurları kuvvetler ayrılığı kavramına eklemiştir. istikrarlı olması, iktidarı sınırlandırması, mutabakat sağlaması, etkin yönetim, başkanlık sisteminin savunulan özellikleri iken meşruluk krizine yol açması, kazananın herşeyi alıp, kaybedenin herşeyi kaybetmesi, yasama ve yürütme arasındaki çatışmanın siyasal sistemi kilitlemesi,eleştirileri yöneltilmektedir.. Hükümet sisteminin başarısını siyasal kültür içersinde değerlendirmek gerekmektedir. Bir hükümet sisteminin bir ülke için avantaj olan özelliği diğer ülke için dezavantaj olabilmektedir. Bu referans alındığında, Türkiyede'de hükümet sisteminin başarısı üzerinde en önemli faktör devletIII geleneğidir. Osmanlıdan bu yana sürekli büyüyen bürokrasinin denetlenmesi ve yasama-yürütme ilişkisi içinde oluşan rant dağıtım mekanizmasının kontrol altına alınması açısından başkanlık sistemi olumlu iken; partice seçim sistemi referans alındığında otoriter eğilimlerin güçlendirmesi açısından tehlike arzetmektedir. Türkiye'de Başkanlık sisteminin başarılı olabilmesi parti ve seçim sisteminin tekrar gözdemn geçirilmesi ve David Easton'ın tanımladığı çıkar ifadelenme kanallarının oluşmasına bağlıdır.

IV SUMMARY Every human society has got different types of power relations. The concept of the political system is also defined in power relations. Governmental system is a different concept than political system. It's defined by the relations of the powers which correspond to state functions. These functions are separated into three parts. They are executive, legislative and judicial branchs of government. The independence of judicial branch of government is accepted by many of the democratic countries. The govenment system is shaped with the relations between executive and legislative branchs. Presidential system is a governmental system which is based on separation of powers. The characteristics of presidential system which differ from the parliamentry system, is that every function of government is exercised by different organs of governments. The roots of presidential system can be found seperation of powers and limited government theories which appeared inl7.th century's English Political philosphya. The thinkers who built up the theory of separation of powers, believed that the arbitrary power used by person who hold government, brings dangers to freedom and human rights which powers could be only^limited by powers. The first governmental system which depends on separation of powers, is constructed in US by its Costitution. American Presidential System added concepts such as“federalism”and“checks and balances”to the general frame work of separation of powers theory. Some people advocates the presidential system is due to the stability, limited government, consensus that. On the other side, some people propounded that presidential systems cause legitimacy crisises, grid and dead locks of political system by conflicts between executive and legislative, candidate who win, take all and others lose all.V The success of each governmental system should be evaluated in the context of political culture in which they are implemented. That is, advantages and disadvantages of a governmental system can be framed only by referance to the societies. From this perspective, in Turkey the most important variable which determines the success of a certain governmental system is state tradition of the country. Thus, the presidential system is quite positive to prevent and control of ever increasing power of state bureaucracy and benefit distribution mechanizms merged with executive and legislative activities. But, when the election system is taking into account, the presidential system can not be considered as positive, conversely negative in terms of totaliterian tendencies it might generate in political life. Then, the success of presidential system in Turkey is related with the capacity of the political system to create channels for all interests groups in which they express themselves without fear as put forward by David Easton, and it is necessary checking out political party and election systems which will be implemented with the governmental system to escape from the traps of totahtarianism.
